SUMMARY: Responsible for overall directing, planning, and management of all Information Technology (IT) functions. This includes directing IT operations to meet customer requirements as well as the support and maintenance of existing infrastructure, applications, and development of new technical solutions.
This position coordinates and implements technology within city departments so that business processes work optimally through technology. Work is performed under the direction of the Deputy City Manager.
- 2023-The IT Department currently supports a partial service city (no-utilities) with approximately 90 full-time/30 part-time employees.
ESSENTIAL DUTIES AND RESPONSIBILITIES: The following are not to be construed as an exclusive or all-inclusive listing of skills and abilities required to perform the job. Management may delegate other responsibilities as required.
- Selects, trains, evaluates, directs, and supervises the work of the Systems Administrator, Help Desk Technician, and any other subordinate personnel.
- Directs and oversees technological operations and ensures operational status of the City’s network and systems.
- Ensures compliance with relevant policies and statutes
- Manage outsourced vendors that provide information security functions for compliance with contracted service-level agreements.
- Oversee technology governance and policies in accordance with local, state, and federal guidelines.
- Maintains current knowledge of industry and regulatory trends for enterprise technology.
- Administers and supports application software systems, including but not limited to Energov, MUNIS and CivicPlus software suites, which support City operations and business processes. These systems are widely-used local government software packages with support contracts. Ensures proper reporting and web capabilities support internal users and external customers.
- Ensures quality and responsive technical support is provided to the organization.
- Oversees, data systems, hardware and software including but not limited to a Windows Server Environment, Office 365, Windows user workstations, iPhones and other Android/iPad mobile devices, Barracuda network and backup appliances.
- Prepares annual evaluations and mid-year reviews completed on-time for those supervised.
- Prepares and administers the IT budget and support contracts.
- Maintains responsibility for user liaison and project control. Provides primary link between user and computer support resources.
- Performs other job duties as assigned.

- Lead and advise on security projects and provide expert guidance on security matters for other IT projects.
- Oversees the City’s data and cybersecurity protection, provides security strategy and implements best practices.
- Contributes to the development and accomplishment of departmental and organizational strategic work-plans.
- Directs the selection, acquisition, modification, design, and installation of technology.
SUPERVISORY RESPONSIBILITIES: Direct supervision of the Systems Administrator and Help Desk Technician. This position requires the ability to coordinate with City Departments by communicating, directing actions and and implementing the goals and objectives of the City Council as directed by the City Manager.
Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
QUALIFICATIONS
Education and Experience: Bachelor’s Degree in Computer Science, Information Technology, or a related field with seven (5) years of experience in Information Technology management, as a senior systems analyst or project leader with experience in the design, development, installation, and implementation of a major system, with two (2) years of supervisory experience preferred.
Two (2) years of experience in project management, report writing, application configuration, workflow development and application upgrades preferred.
Considerable knowledge of systems, business applications support, hardware, networks, budgeting, GIS and general practices of local government administration preferred.
Licenses or Certifications Preferred: (Any combination of the following): Certified Public Technology Manager (CPTM) Certified Government Technology Leadership (CGTL), Certified Government Chief Information Officer (CGCIO), Microsoft, A+, Network+, or Security+ certifications preferred.
Special Requirements:
- Working knowledge of Tyler Technology’s MUNIS, Energov and Citizenserve software packages or other
- Possession of a valid State of Florida Driver’s License.
