Job Description
Duties
Major Duties Include But Are Not Limited To
This position is located within the VISN 7 Shared Services Unit (SSU) for Recruitment and Placement. The incumbent will perform recruitment and placement and advisory services for Title 5, Title 38, and Hybrid Title 38.
  • Prepare written correspondence and other documents.
  • Provide management advisory services in conformance with established criteria to resolve conventional problems that arise in administering an applicant recruitment.
  • Research qualifications and skills needed and ensures the job analysis is properly formulated with subject matter experts to garner highly qualified applicants.
  • Coordinate and work with local and regional operations regarding priorities for positions to be filled.
  • Perform other related duties as assigned
  • Ensure that all placement actions meet regulatory requirements.
  • Use skills in written and oral communication techniques related to developing and delivering various forms of correspondence to managers, such as briefings and status/staff reports to cultivate understanding and acceptance of findings and/or recommendations.
  • Process a variety of requests for personnel action (RPAs) to fill a variety of positions.
  • Advise staff on difficult and unusual recruitment, placement and pay issues or problems.
  • Provide input to the immediate supervisor on final decisions.
  • Evaluate applications and resumes using Office of Personnel Management (OPM) and Veterans Administration (VA) qualification standards, verifies eligibility, and rates and ranks applicants.
  • Advise and consult on targeted recruitment strategies and non-traditional recruitment opportunities specific to the local and regional market area, such as targeted job fairs (including both local and virtual fairs), social media recruitment campaigns, targeting new talent through universities and their future graduates, and private sector targeting that develops and enhances a robust pipeline of specialty talent.
  • Adjudicate and make decisions on applicant appeals and agency's request to pass over (or objects to) eligible(s) certified.
  • Prepare vacancy announcements based on Position Descriptions (PD) and/or Functional Statements (FS) and Subject Matter Expert (SME) analysis of the position, qualifies/disqualifies applicants, and maintains all documentation for the job announcement.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 8:00am - 4:30pm EST (subject to change based on agency needs)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/02/2023.
This job announcement will remain open until Tuesday, May 2, 2023. Referral of eligible applications will be the first 75 applications received. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-09.
For a GS-12 position you must have served 52 weeks at the GS-11.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-07 level and above.
To qualify for this position at the GS-11 level, you must meet one of the following:
Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-09 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector.
Qualifying specialized experience includes: Knowledge of, and skill in applying, a wide range of methods, principles, and practices commonly used in the staffing, recruitment and placement process; utilizing USA Staffing to develop job opportunity announcements, making qualifications determinations, applying veterans preference and creating applicant lists; completing new hire onboarding requirements; utilizing a variety of recruitment strategies to aid in recruitment of a variety of positions including Title 5, Title 38 and Hybrid Title 38; advising on position management; and utilizing knowledge of human resources automated systems.

Education: Successful completion of a Ph.D or equivalent doctoral degree, three full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

Combination: Combinations of successfully completed graduate level education (beyond the first two years) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position.
To qualify for this position at the GS-12 level, you must meet one of the following listed criteria:
Criteria 1 - Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three (3) years of progressive specialized experience equivalent to at least the GS-09 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Knowledge of, and skill in applying, a wide range of methods, principles, and practices commonly used in the staffing, recruitment and placement process; utilizing USA Staffing to develop job opportunity announcements, making qualifications determinations, applying veterans preference and creating applicant lists; completing new hire onboarding requirements; utilizing a variety of recruitment strategies to aid in recruitment of a variety of positions including Title 5, Title 38 and Hybrid Title 38; advising on position management; and utilizing knowledge of human resources automated systems.

Qualifying specialized experience includes: Providing comprehensive staffing and placement services; interpreting and applying Title 5, Title 38, and Hybrid Title 38 laws, regulations and policies pertaining to recruitment and placement; providing guidance and consultation to management on HR laws and regulations for all positions; advising on the procedural and regulatory requirements governing the merit promotion process; utilizing USA Staffing to develop job opportunity announcements, make qualification determinations, apply veterans preference, create applicant lists, issue certificates and complete new hire onboarding requirements; utilizing a variety of recruitment strategies to aid in the recruitment of a variety of positions including Title 5, Title 38, and Hybrid Title 38; advising on position management and utilizing knowledge of human resources automated systems.
Education
Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
