Job Description

Ivory Plains Recovery Center is a new Addiction Treatment facility that will be opening this summer in Adair, IA.


The Manager of Human Resources leads and manages the overall provision of Human Resources services, policies, and programs for the facility including employment and compliance; recruiting and staffing; employee orientation, onboarding, and training; performance management and improvement; employee retention and engagement; policy development; employee relations; and compensation, payroll and benefits administration. Provides support and guidance to facility management and employees with a focus on consistent employment practices.


The Business Office Manager leads and provides operational directives for all Business Office activities related to the claim’s management and collections of the facility receivables and ensures timely, efficient cash collections to support the overall financial goals of the facility. Plans, develops, organizes, implements, evaluates and supervises business office activities including the financial counselling, billing, and collections functions for all service lines.


HR:

  • Identifies data needed for reports and ensures reports accurately capture and present information appropriate to the audience.
  • Administers benefit programs including timely enrollment, processes unemployment and worker’s compensation claims and leave benefits.
  • Leads a team of highly engaged members thru hiring, orienting, performance assessment and management, motivating, training, scheduling, and coaching to meet department goals and ensure effective and efficient department operation.
  • Manages an equitable and competitive compensation program. Develops and maintains company salary/wage scale.
  • Develops and maintains tracking system for open positions. Recruits, screens, onboards, and orients new hires according to facility needs and budget.
  • Provides expertise and support in Human Resources Administration including policy and procedure, employer/employee relations, HR strategy, regulatory compliance, and employment law. Provides guidance on interpretation of policies and procedures.
  • Designs and implements retention initiatives including rewards and recognition and engagement.
  • Develops and recommends employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale, motivation and engagement. Provides coaching and conflict resolution for managers and employees.
  • Translates complex information and provides highly specialized advice in a specific Human Resources discipline.
  • Enters employee data accurately. Ensures employee files/records are compliant and maintained according to regulatory standards and company policies. Responds to agency surveys.
  • Develops, and conducts staff development program including training and education. Ensures license and required certifications are appropriate and current.
  • Conducts investigations of employee complaints or incidents.
  • Manages employee performance thru updated job descriptions and competencies, timely evaluations, and merit increases as appropriate.

  • Maintains professionalism and confidentiality of facility employees and patients.
  • Accepts responsibility for professional growth and development of self and attends all mandatory facility in-services and staff development activities as scheduled.
  • Complies with organizational policies, procedures, performance improvement initiatives and maintains regulatory and industry standards.
  • Maintains regular and reliable attendance.


Business Office:

ESSENTIAL FUNCTIONS:

· Explains benefits and establishes contractual agreements and payment plans with clients and their family members.

· Establishes and maintains controls for all cash collected and posted in client accounting system. Monitors bank activity and collects revenue/completes deposits in a timely manner.

· Leads a team of highly engaged members thru hiring, orienting, performance assessment and management, motivating, training, scheduling, and coaching to meet department goals and ensure effective and efficient department operation.

· Prepares and maintains client statements and follows up as needed. Maintains client financial records.

· Monitors outstanding claims with managed care organizations (MCO) and other agents on a consistent basis. Manages actions relating to delinquent accounts and collection agencies.

· Monitors and reports on key metrics such as cash collections, days outstanding, daily cash, unbilled, denials, daily census, etc.

· Maintains effective communication with third party insurance carriers to resolve issues that impede cash flow and detract from client satisfaction.

· Selects and monitors outside collection vendors engaged in the collection of facility receivables. Reviews and balances agency reports to system reports and approves agency invoices.

· Reviews all statistical reports to monitor trends and determine operational deficiencies and implements corrective action plans as necessary.

· Works closely with Utilization Review and Admissions staff to ensure proper authorization of client insurance coverage.

· Communicates effectively with the leadership team to ensure that all third-party compliance guidelines are met. Communicates with Centralized Business Office (CBO) and provide documentation and account information as needed.

· Assists in various audits and preparation of any special reports that may be necessary.

· Assists in month-end close.

EDUCATION/EXPERIENCE/SKILL REQUIREMENTS:

  • Four or more years of experience in a progressively responsible HR role required.
  • Ability to communicate effectively with all employees (verbal and written), to use good judgment and to maintain confidentiality of information.
  • Bachelor's degree in Human Resources, business or related field required OR High School diploma plus related comparable experience.
  • Experience with regulatory agencies (Joint Commission, CMS, etc.) preferred
  • Demonstrable knowledge of principles and procedures for recruitment, selection, training, compensation and benefits, employee relations and negotiation, engagement and retention and human resources information systems required.
  • Knowledge and application of federal and state employment laws and regulations.


LICENSES/DESIGNATIONS/CERTIFICATIONS:

PHR/SPHR, SHRM-CP/SHRM-SCP preferred.



SUPERVISORY REQUIREMENTS:

Two or more years proven supervisory/management experience in HR required, preferably in healthcare.
