We are looking for an experienced individual who will spend their day multitasking a wide variety of HR duties to include creative job postings, onboarding, new employee orientation, administering benefits, leave, and interpreting policy and procedures. The ideal candidate is someone who is an active HR Generalist with knowledge and experience in pre-employment processing, onboarding, benefits, employee relations and leave administration among others.
This posting is for one Human Resources Generalist (either level I or II) depending on business need and applicant's qualifications.

Performs complex human resources-related work in a district or the Human Resources Division. Responsible for one or more human resources programs. Work requires reviewing, preparing, and maintaining confidential information. Work requires contact with management, employees, retirees, health care providers, and state and federal agencies. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Essential Duties
What you'll be doing:
- Provide guidance to management on sensitive issues in areas, such as programs such as Wellness, FMLA, ADA, Benefits and Employee Relations.
- Prepare, review, process, and explain correspondence, reports, forms, and transactions for various Human Resources programs.
- Coordinates and prepares job opening and closure notices.
- Consult and coordinate with Bryan District management/staff regarding interpretation of rules, regulations, and laws to ensure program compliance with state and federal laws and regulations.
- Enters and retrieves personnel transactions and/or insurance information using automated systems. Files and maintains employment applications, personnel records and related files.
- Keeps abreast of applicable rules, regulations, policies and procedures.
- Provide information, answers questions, and advises employees, supervisors, managers, districts, and divisions on human resources policies and procedures via computer, phone, or in person.
- Serve as point of contact for employee relations activities, such as substance abuse, employee discipline, and violence prevention. Researches, analyzes, and resolves human resources issues; and provides solutions and recommendations to Department management.
Minimum Qualifications:
Education: Bachelor's Degree in any discipline Relevant work experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications
Experience: HR Generalist I - 2 years and HR Generalist II - 3 years human resources experience. (Experience can be satisfied by fulltime or prorated parttime equivalent). Related graduate level education may be substituted for experience on a year per year basis.
Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.
Preferred Qualifications:
Experience: Experience managing employment practices, FMLA and benefits administration
Certifications: Human Resources Certification- PHR/SPHR or SHRM-CP/SHRM-SCP.

- Using computers and experience utilizing an HRIS and recruiting software. TxDOT utilizes PeopleSoft, Taleo, and Microsoft Office products, including MS Outlook and MS Teams.
- Apply critical thinking skills; exercise logic and reasoning to define problems, establish facts and draw valid conclusions. This position is responsible for providing guidance that mitigates risk and supports business objectives and goals.

Physical Requirements and Working Conditions:
- Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
- Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
- Sitting - prolonged periods of time
- Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
