TxDOT's Human Resources Division is looking for an entry level Human Resource Generalist I and Human Resources Generalist II based in San Antonio, TX.
Generalists will spend their day completing a variety of HR duties including creating job postings, processing documents, conducting new employee orientation, administering benefits, data entry, managing leave, programs and projects. Other responsibilities may include interpreting policy and procedure, creating disciplinary documents, talent development, training, delivering presentations, and assisting with terminations. Responsible for performing human resources-related work in the San Antonio District. Work involves coordinating and communicating sensitive information; and maintaining confidentiality. Work requires contact with management, employees, retirees, health care providers, and state and federal agencies. Employees at this level follow standard practices that do not require frequent supervision of details. Will be trained in tasks to work independently.
Essential Duties:
Human Resource Generalist I
- Processes requests for information under the Public Information Act or served court subpoenas.
- May serve as point of contact for certain HR Programs.
- Generates and analyzes automated reports regarding human resources activities.
- Conducts new employee orientation, and may assist with annual enrollment, employee forums or human resources-related meetings.
- Files and maintains employment applications, personnel records and related files.
- Provides intake distribution regarding questions from employees, supervisors, managers, districts, and divisions on human resources policies and procedures via computer, phone, or in person.
- Performs other job responsibilities as assigned.
- Participates in hiring program activities, including, but not limited to coordinating and/or managing job openings, screening employment applications, and processing new hires.
- Enters and maintains data such as applicant, salary, and benefits transactions using a Human Resources Information Management System (PeopleSoft).
- Prepares and distributes notifications.
- Prepares, reviews, processes, and explains correspondence, reports, forms, and transactions.
Human Resource Generalist II
- Interprets human resources policies and procedures and pertinent state/federal rules and regulations with guidance from Supervisor or Lead Worker.
- Participates in hiring program activities, including, but not limited to managing job openings, screening employment applications, assisting in interviewing, and facilitating the hiring process.
- Keeps abreast of applicable rules, regulations, policies and procedures.
- Performs other job responsibilities as assigned.
- Responds to and processes requests and inquiries from employees for various human resources activities and programs.
- Reviews various legal and administrative documents.
- Informs employees of changes affecting pay and benefits.
- Processes requests for information under the Public Information Act or served court subpoenas.
- Generates and analyzes automated reports regarding human resources activities.
- Enters, maintains, and coordinates data such as applicant, salary, and benefits transactions using a Human Resources Information Management System (PeopleSoft).
- Review and manage routine and complex medical related employee needs, including Family Medical Leave Act (FMLA) and Americans with Disabilities Act (ADA).
- Coordinates, and conducts employee forums, new employee orientation, annual enrollment, or human resources-related meetings.
- Prepares, reviews, and monitors correspondence, reports, forms, and transactions.
- Responds to inquiries and complaints regarding human resources policies and procedures.
Minimum Qualifications:
Education: Bachelor's Degree in any discipline. Relevant work experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications
Experience:
HR Generalist I- No experience required.
HR Generalist II- 1-year Human Resources related experience. Experience can be satisfied by full-time or prorated part-time equivalent.
Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.

Physical Requirements and Working Conditions:
- Sitting - prolonged periods of time
- Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
- Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
- Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
