What You’ll Get to Do:
Become a part of our efforts to support the Federal Protective Service (FPS) of the Department of Homeland Security (DHS). FPS conducts the full spectrum of protection activities using threat-based information. Their investigation and intelligence-coordination capabilities provide a compass to direct operations to protect facilities ahead of threats—before they occur. They share and source information with security partners and stakeholders to conduct analysis and identify dangerous threats and use this analysis to inform security operations to prevent terrorism, manage cyber and physical risks to critical infrastructure, and protect government employees, property, information, and operations.
More About the Role:

You will be an important part of a team providing critical support to the Federal Protective Service (FPS) which has a need for continued contract Management and Program Support Services throughout its Headquarters Executive Management Office and Divisions staff and Regional Offices. You will deliver to FPS services that facilitate national coverage of management and program support which can be effectively and efficiently used to perform various management activities in conjunction with Agency mission. You will:

  • Generate ad hoc reports to support various business needs and partner with other technical teams to create scalable solutions for reoccurring requests
  • Prepare, edit, and assemble reports required for meetings and presentations
  • Oversee the development, revision, and preparation of training materials
  • Ability to read and interpret management policy, regulations, and directive
  • Develop workforce analytics utilizing a variety of quantitative and qualitative data. Identify trends, correlations, and causations within data to provide management a synopsis of emerging challenges and recommendations for change
  • Obtain necessary information from appropriate source(s) to complete assigned tasks and share information with others as needed
  • Assist in the preparation of presentation material
  • Assist in the preparation of presentation materials
  • Oversee the development and editing of regularly scheduled status reports, a requested by the Government Task Manager
  • Work effectively with other branches and divisions within the organization to accomplish tasks
  • Ability to conduct detailed research and analysis of technical data
  • Create, modify, and enhance employer database reporting tool by importing and exporting data, running reports, updating data tables, and creating queries
  • Prepare communications products for conducting briefings for FPS leadership, regional personnel, and external stakeholders
  • Maintain confidentiality of information
  • Ability to communicate effectively, both orally and in writing
  • Maintain confidentiality of information
  • Data validation and analysis to maintain monthly, quarterly, and annual program metrics reporting
  • Support the compilation of reports for all requests (regional, external stakeholders, leadership)
  • Assist, as needed, with special projects
  • Prepare and assist in development of policy documents, white papers
  • Provide analytical expertise and evaluations of human capital systems, programs, operations, policies, and issues related to the management of human capital
  • Synthesize data to provide impactful insights and process improvement recommendations
  • Evaluate current processes and procedures and recommend changes to improve program efficiencies
  • Audit employee data against the agency’s HR system to ensure accuracy; troubleshoot any discrepancies
  • Display complex quantitative data in a simple, intuitive format, and present findings in a clear and concise manner
  • Provide assistance, as needed, with special projects
  • Analyze and interpret data, policy, and regulatory decisions to assist in developing program plans
  • Develop and maintain enterprise-wide human capital dashboards, scorecards, Key Performance Indicators (KPI), and reports using Tableau, Power Automate, and SharePoint. Develop measures and metrics to enhance the effectiveness of HC analytics, metrics, measures, and reports, and to drive key business decisions
  • Oversee the development and editing of regularly scheduled status reports, as requested by the Government Task Manager
  • Complete other ad hoc assignments, as assigned
  • Develop and maintain HR process flows and procedures using formal notation such as the Business Process Modeling Notation (BPMN), as needed
  • Prepare, edit, and assemble reports required for meetings and presentations
  • Perform quantitative and qualitative workforce analyses of data gathered from multiple sources, for FPS managers and staff
  • Review current HR processes for automation and improvement opportunities; streamline dataflow between the internal employer database and HR syste
  • Obtain necessary information from appropriate source(s) to complete assigned tasks and share information with others as needed
  • Oversee the development, revision, and preparation of training material
  • Prepare and assist in the development of policy documents, white paper
  • Provide technical editing, revisions, and proofreading of all policies, memorandums, and other documentation
  • Establish scalable, efficient, automated processes for data analyses
  • Work effectively with other branches and divisions within the organization to accomplish tasks
  • Knowledge of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness


You’ll Bring These Qualifications:

  • Ability to author/co-author drafts of the following: LCCE—Lifecycle Cost Estimate, Cost Estimating Baseline Document (CEBD) or BOE (Basis of Estimate), Analysis of Alternatives
  • Ability to read and interpret management policy, regulations, and directive
  • Proficiency in Microsoft Office 2010 or higher to include expertise in Access and Excel
  • Twelve (12) years of experience in project or program management, or related work with a minimum of eight years of the twelve years in conducting analytical and support activities related to task area
  • Ability to communicate effectively, both orally and in writing
  • Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy
  • Master’s Degree
  • Ability to work effectively with a group or independently
  • Ability to effectively manage several complex projects simultaneously
  • Proficient in Microsoft Project
  • Ability to conduct detailed research and analysis of technical data
  • Complete other ad hoc assignments, as assigned
