The Operations team at the Evans School of Public Policy & Governance, has an outstanding opportunity for a part time 50%FTE, HR & Payroll Manager to perform a variety of complex and varied HR support functions. This position reports to and supports the Evans School Director of Human Resources in providing thoughtful, accurate, empathic, human-centered human resources support to the Evans School community of Students, Staff and Academic Employees. The HR & Payroll Manager will ensure accuracy and timeliness of day-to-day HR operations and has primary responsibility for supporting general HR responsibilities, the management and processing of all Workday payroll actions, managing the hiring and onboarding for all student employees, quarterly academic student employee appointments, disbursement of student fellowships, and the associated Workday processes. This position is part-time, 50% FTE (20 hours/week with benefits) position but can increase FTE during peak busy times during the year
We are looking for a candidate who is an excellent communicator, has the capacity to learn quickly and discern details, possesses strong investigative skills, and exhibits excellent customer service. This position requires someone who can maintain consistent follow-through on multiple work processes, communicating details to key stake holders to ensure processes move forward and all deadlines are met. A successful candidate can work independently while also working closely with the team, is highly collaborative, solutions-orientated, motivated for success, and very adaptable and flexible to changing priorities. The HR & Payroll Manager will have the opportunity to develop (or further develop) knowledge and understanding of University’s policies, procedures, and HR compliance.
This position is an integral member of the Operations team and must be adaptable, flexible, and able to manage and communicate multiple details and deadlines to multiple parties. It requires an innovative, creative, highly motivated, team-oriented individual. This position requires an individual to have a proactive and positive approach, meeting challenges with resourcefulness and innovation, respond effectively when dealing with tight deadlines and highly sensitive information, works proactively, and makes sound independent judgement when needed.
Duties & Responsibilities:
Student Employees, Appointments, and Fellowship Disbursement

  • Manage and process the lifecycle for all Student hiring in the Evans School from hire to separation for hourly Student Assistants, annual and quarterly Academic Student Employees (RAs, TAs, GSAs, GRSAs), Fellowship Recipients and various other student hiring
  • Support student hiring managers (Evans School Faculty and Staff) navigate the recruitment process, hiring process, providing guidance on process steps and different employment types eligibility requirements, onboarding of student employees and management of student employees required training.
  • Issue employment offer letters to students, in accordance with UW policies for the different employment types and in compliance with UAW ASE union agreements, and deadlines.
  • Oversee onboarding and orientation processes for all student employees ensuring an equitable standardized onboarding process and all requirements are met.
  • Partner with the fiscal team and the Student Services staff to set up and disburse fellowship funding to students to ensure proper coverage such as tuition waivers, and insurance
  • In partnership with the Director of HR, conduct an annual review of Student Employee’s pay to ensure pay quality across the School and the University.
  • Monitor / manage shared human resources email account and ticketing system, responding to inquiries in a timely manner.
  • Monitor and update Evans School’s resources, policies and procedures pertaining to student employees to ensure they align with UW, State and Federal laws as they may change from time to time.
    Workday and Payroll
  • Manage the Evans School’s twice-monthly payroll processes. With strong attention to detail, process and track payroll actions in Workday for all Evans School employees including: academic, professional, classified, student, and temp hourly appointments.
  • Establish and run standard and custom reports to analyze and monitor payroll to ensure staff, Academic Employees, and students are paid accurately as well as maintain budget and cost center compliance.
  • Review these reports for discrepancies. Work quickly to determine an appropriate course of action to resolve payroll issues.
  • Coordinate Workday changes with the HR Director and the Grants and Fiscal teams.
  • Manage and transact all payroll functions, including but not limited to: Period Activity Pay processing, stipend payments, excess compensation, ADS payments, emergency or on-demand payroll checks, one-time payments, overtime payments, retroactive salary transfers, emergency payments, over- and under-payments, student holiday time tracking, and other payroll-related transactions on a proactive basis, in consultation with the HR Director and the Grants and Fiscal teams.
  • Serve as HCM Initiate 2, I-9 Coordinator for Evans School, back-up Time and Absence Initiate for Evans School sup orgs, and Costing Allocations Coordinator.
  • Review, correct, and process new costing allocation requests in Workday.
  • Provide school-wide HR and Workday business process consultation as a Workday technical expert.
  • Serve as backup for entering scholarship/awards/prizes using SDB.
    General HR Duties

  • Manage the I-9 work authorization process for the Evans School ensuring all new hires are in compliance
  • Serve as back-up to HR Director for orientations, onboarding and offboarding of Staff
  • Manage Glacier system actions.
  • Manage and maintain HR file systems following records retention guidelines; both paper and electronic. Review and ensure accuracy and completeness of human resource documents and the filing of employment forms, job search files, and other forms/paperwork, maintaining strict confidentiality and using UW file retention schedules. Set up new student employee files.
  • Provide regular guidance to the Evans School community to familiarize them with Evans School and University policy/procedures for student employees.
    Miscellaneous

  • Attend all HR meetings including all Central meetings and stay informed and current on updates to UW and Evans School HR polices and any other regulations pertaining to student employees.
  • Attend School and Staff meetings as well as serve on other committees/work groups as appropriate.
  • Perform related duties as assigned.
    Minimum Requirements
  • Bachelor's Degree in Human Resources, Business or a related field. Equivalent experience can substitute for the degree requirement, and at least two years of experience working in the HR and/or Payroll domains.
  • Working experience processing transactions in HR/Payroll systems; requiring detail orientation.
  • Experience collaborating with multiple teams of colleagues and understanding the landscape across diverse organizations.
  • Extensive experience interacting with customers, including resolution of inquiries and efficient performance during high-volume timeframes.
  • Ability to communicate clearly, in writing and verbally, to a broad, diverse audience; strong interpersonal skills using independent judgement and decision making to complete work on time and within compliance.
  • Experience supporting auditing activities by problem-solving complex HR and payroll issues.
  • Strong commitment to creating and helping to foster a diverse, equitable, courageous community of students, staff and academic employees who are committed to the Evans School missions, values, and vision.
    Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
    DESIRED QUALIFICATIONS:
  • At least five years of experience supporting HR and payroll functions
  • HR or payroll experience within Higher Education
  • Experience with University of Washington HR and payroll systems
  • Experience holding several security roles within Workday, to include HCM Initiate 2
