General Description


The Georgia Department of Community Affairs (DCA) is a state organization dedicated to partnering with communities to help create a climate of success for Georgia's families and businesses. Overview Of Job


The Georgia Department of Community Affairs (DCA) is seeking an Executive Administrative Assistant for the Housing Assistance Division. This position reports directly to the Division Director


  • Housing Assistance Division and will be responsible for receiving telephone calls, maintaining the schedule of the Division Director and scheduling travel and other tasks as assigned, providing requested information, and/or forwarding callers and emails to the appropriate locations or individuals for the Housing Assistance Division at the DCA central location in Atlanta. This role is also responsible for greeting the Division Director’s visitors, determining the nature of their business, and providing appropriate information or directing visitors to the appropriate personnel. Additionally, this role will require the successful candidate to perform a wide variety of office administration duties for the assigned functions or program areas. These duties may be complex in nature and may involve access to confidential information. This includes, but is not limited to, accessing personal information, investigating and/or resolving issues and project management. The position will require the successful candidate to draft reports, correspondence, other documentation and/or presentations. The applicant will also represent the program or unit as needed and provide information and assistance to internal and external customers.


The employee will work up to 40 hours/week with occasional evening/overnight events. Orientation will take place at the Georgia Department of Community Affairs, Central Office, 60 Executive Park South, NE, Atlanta, GA 30329 and the employee will be working in person on a hybrid schedule at the Central Office for three (3) days in the office and two (2) days remote work. Masks and COVID-19 protocols are encouraged. Duties will require in-office presence and off- site travel.


Core Responsibilities


  • Perform other related duties, as assigned.
  • Continually provide outstanding customer service to all stakeholders.
  • Manage projects for the Division Director.
  • Work requires the ability to read, understand, explain, and apply program guidelines and regulations and prepare clear and concise reports; understand and follow written and oral instructions accurately and consistently with a minimum of supervision; operate computers and other electronic devices with word processing, spreadsheet, and other rental assistance and/or housing software.
  • Ability to understand and explain the programs with the Housing Assistance Division and its regulations to landlords, tenants, program participants and the general public.
  • Write, distribute email, correspondence memos, faxes, and forms.
  • Answer and direct phone calls.


Knowledge, Skills, & Abilities


  • Excellent knowledge of the Microsoft Office Suite (Outlook, Teams, Word, Excel, PowerPoint)
  • Ability to work autonomously and efficiently while being a good steward of the state's resources
  • Excellent communication and public speaking skills


Minimum Qualifications


  • Excellent organizational skills with the ability to multi-task, meet deadlines, and work in a fast-paced environment
  • Multi-line telephone system operation experience
  • Excellent customer service skills with the ability to work well under pressure
  • Solid oral and written communication skills
  • Ability to exercise considerable judgement and discretion
  • Ability to provide administrative support to the Housing Assistance Division
  • Bachelor’s degree from an accredited college or university AND three years of related experience OR an equivalent combination of related experience, education and training.
  • Strong computer skills including Microsoft Office Suite
  • Must be detail oriented and organized


Preferred Qualifications


Preference will be given to applicants who in addition to meeting the agency specific minimum qualifications possess at least one of the following:


  • Holds DOAS certifications (Basic P-Card, GCPM and TGM curriculums)
  • Team Georgia Marketplace Experience
  • Familiarity with the various programs within the Housing Assistance Division, program requirements, application process, etc.
  • Excellent presentation and public speaking skills
  • Knowledge of local government operations
  • Knowledge of State P-Card and/or Procurement Programs
  • Experience in developing RFPs, RFQs and RFQCs

This job will be required to immediately seek and obtain Georgia Purchasing Curriculum and Certifications as follows: P-Card Certification (66600W, TGMJ00W, 8800L, TGM105W); Basic Certification (J0J0L, 3000L, 3010L, 7050W, 8600L); Team Georgia Marketplace certification as a Buyer (TGMJ0W, TGM40L, TGMJ5W, TGM40L, TGM50L, and TGM60L) and RFP Certificate (3015W, 3020L, 3025L, 3022W, 5000L, 6000L).

WORKING CONDITIONS (TRAVEL, HOURS, ENVIRONMENT)


This position is currently designated as a hybrid (part in-office and part remote/Telework) position.


This position is full time (40 hours per week) and may require occasional overtime.


Local periodic travel may be required.


Physical/Sensory Requirements


Sedentary Work – Ability to exert 10


  • 20 pounds of force occasionally, and/or negligible amount of force frequently to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time.
