Class Concept

Minimum Qualifications:
Bachelor's degree in Accounting, Finance, Business or related field required; supplemented by three years of experience in administering and monitoring governmental grants and contracts, to include 1 year of supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: Must possess and maintain a valid Georgia driver's license.
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.


Example of Duties

Purpose of Classification:

The purpose of this classification is to manage Grants Administration operations Countywide, including the monitoring of Federal, State, and private grants, developing/implementing policies and procedures, managing the accounting/budgeting of grant awards, reporting on grant award activities, ensuring fiduciary compliance with grant awards, working with external auditors, developing/implementing grant-related training models, and managing assigned staff.

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Supervises, directs, and evaluates assigned staff: develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.

Organizes, prioritizes, and assigns work: prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.

Oversees the preparation of grant financial reports required by Federal, State, and other granting agencies. Reviews reports prepared by staff and submits to the appropriate granting agencies. Reviews and approves grant setups Countywide, including budgets and personnel actions. Reviews Countywide grant procurement contracts submitted in SIRE for BOC approval. Assists with external financial audits and all Countywide grant program audits.

Develops, writes, maintains and implements grants management policies and procedures. Develop Standard Operating Procedures for all areas in the Grants Administration Division, including financial system and compliance with County policies, Educates countywide on internal grants administration policies and procedures. Educates countywide staff on grant regulations and statutes. Provide clear communication of proper rules and regulations for grant specifications, requirements and objectives across all departments of the County, as applicable.

Identifies and develops strategies to optimize the grants administration process.

Oversees and monitors grants management workflow processes and procedures to ensure accurate and efficient collection and reporting of grants data; transforms and oversees the continual improvement of grants management operational systems and processes.

Oversees the preparation of financial reports countywide to ensure compliance with grant regulations. Responds to grant data requests and inquiries from internal and external audiences, including preparation of data analysis and generation of reports. Directs the generation of reports and statistics to grantors and the Board of Commissioners with respect to the County's grant spending progress, as applicable.

Establishes and maintains internal countywide financial controls and accountability. Ensures countywide compliance with established procedures and standards. Verifies accuracy and completeness of countywide financial activities and reports. Identifies and resolves problems and errors. Consults with internal and external auditors, providing information, reports and documentation as requested.

Monitors progress of Countywide grant funded projects to include goals, objectives, outcomes, deliverables, and other contract terms through regular communication and meetings.

Provides technical assistance and guidance to Countywide grant departments through workshops, one-on-one training, or conference calls to ensure compliance. Reviews grant application budgets Countywide.

Assists in maintaining updates of the Countywide Grants Administration Manual in compliance with the Uniform Grant Guidance and County policies.

Communicates with Finance Director, Controller, County officials, grant staff, department heads, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Maintains a current, comprehensive knowledge and awareness of applicable laws, regulations, principles and practices relating to grant management/administration; reads professional literature; maintains professional affiliations; and attends meetings, workshops, hearings, training sessions, and webinars and training seminars conducted by granting agencies as required.

Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various documentation, including grant reports; reviews, completes, processes, forwards or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.

Operates or uses various equipment and supplies in order to complete work assignments: operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.

Provides information/assistance to County departments/employees, County Manager, Chief Executives, Board of Commissioners, the general public and others regarding a variety of grants-related issues as needed.

Meets with department directors and program managers regarding grant budget concerns.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving broader aspects of organizational programs and operations, moderately unstable situations, or the direction, control and planning of an entire program or set of programs.
Other Requirements:
Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.
Sensory Requirements: Some tasks require the ability to perceive and discriminate visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions
