Class Concept

Minimum Qualifications:
Bachelor's Degree in business or public administration, gerontology, human services, education, or a related field required; supplemented by five years of progressively responsible experience in community planning and/or developing and managing human/social services program grants, to include lead or supervisory experience, and seven years of experience in the field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: Must possess and maintain a valid Georgia driver's license.
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

Example of Duties

Purpose of Classification:
The purpose of this classification is to manage the operations and multifaceted programs and services within the Office of Grants & Community Partnerships to provide for the changing needs of Fulton County citizens. Responsibilities include managing assigned staff, developing program goals and objectives, conducting long-range program planning, and developing and implementing policies and procedures related to program activities.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Supervises, directs, and evaluates assigned staff: makes hiring or termination decisions/recommendations; develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.
Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; and provides progress and activity reports to management.
Administers program activities: develops short and long-range program goals and objectives; interprets and complies with federal and state regulations applicable to assigned programs; creates, develops and improves program strategies to enhance program delivery.
Develops and monitors assigned budget(s): reviews previous year's expenditures, and determines budgetary needs for staffing, supplies, equipment, and services; monitors expenditures for budget compliance; and approves program expenditures prior to submission for payment.
Administers various grants as required: researches grants and funding opportunities; prepares response to request for proposals and renewal applications; ensures proper documentation to comply with grant requirements; and administers grant funds.
Establishes and implements program policies, procedures, and standards consistent with applicable regulations: develops measurement tools to evaluate program impacts and effectiveness; reviews and approves program performance measures; and completes reports requested from the Director, County Manager and/or Board of Commissioners.

Serves as a liaison to various businesses and community and social services agencies: serves on committees and attends meetings to promote program activities; collaborates with partnering divisions, departments and outside organizations to share resources and host community events; promotes Office of Grants & Community Partnerships programs and services to the public and official/potential stakeholders through presentations and interviews; and answers inquiries from the media and other organizations.
Participates in the development of specifications for Requests for Proposal (RFP), grants, and program funding sources.
Participates in the selection of contractors: determines fund allocations, level of service, contract performance evaluations, and contract compliance; and resolves issues related to service contracts.
Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various letters, correspondence and documentation, including timesheets, requests for leave, attendance records, and purchase requisitions; reviews, completes, processes, forwards or retains as appropriate.
Prepares or completes various forms, reports, correspondence, and other documentation, including annual business plans, policies and procedures, action plans, performance indicators, and corrective action plans; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
Communicates with Board of Commissioners, Division Director, other county departments, community advocacy groups, third party service contractors, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
Maintains a current, comprehensive knowledge and awareness of applicable laws, regulations, principles and practices relating to developing community outreach and partnerships to meet the needs of citizens; reads professional literature; maintains professional affiliations; and attends meetings, workshops, hearings, and training sessions as required.
