Minimum Qualifications:
Bachelor's Degree in public administration, social work, human services, gerontology or a related field required; supplemented by five years of experience overseeing programs/facilities for senior populations; including two years of lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: Must possess and maintain a valid Georgia driver's license.
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.
Purpose of Classification:
The purpose of this classification is to perform duties related to managing and overseeing an assigned senior/multipurpose facility. Responsibilities include managing assigned staff; coordinating, planning, executing special events and programs at the facility; and overseeing administrative functions such as personnel, budget, procurement, facility maintenance, contract oversight, and program evaluation and planning.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Oversees administrative functions in support of an assigned senior/multipurpose facility, such as personnel, budget, procurement, facility maintenance, risk management/regulatory compliance, information and records management, and program evaluation and planning.
Supervises, directs, and evaluates assigned staff: makes hiring or termination decisions/recommendations; develops and oversees employee work schedules to ensure adequate facility coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.
Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; and provides progress and activity reports to management.
Manages daily support functions of senior multipurpose facility: monitors facilities budget; participates in the procurement of goods and services; utilizes crisis intervention as necessary; coordinates the completion of work orders; ensures compliance with risk management regulations; manages facility usage for adult day care, kitchen, fitness, and life enrichment programming; and provides oversight of building mechanics.
Coordinate facility usage for special event programming: manages development of work plan, vendor selection, budget, logistical planning, and room assignment/configuration; and arranges for large capacity crowds.
Prepares, maintains, and manages the budget for assigned facility: monitors expenditures; prepares and submits quarterly budget reports; and determines facility needs related to staffing, supplies, equipment, structural improvement, and service maintenance.
Participates in space planning and development for assigned facility: identifies building deficiencies and provides recommendations for corrective action; participates in facility site or structural design planning; monitors on-site renovations; and participates in community planning and zoning meetings.
Oversees the performance of on-site contractors, including instructors and janitorial, food services, and medical staff.
Analyzes issues affecting senior citizens and develops and coordinates facility programs and special projects designed to address specific geriatric population needs: and coordinates, plans, and executes special events and programs at assigned senior/multipurpose facility.
Develops and conducts community outreach efforts to inform the general public of social and recreational activities/programs held at assigned facility.
Plans, develops, and coordinates partnerships with professional organizations, private service providers, businesses, and regional commissions and serves as a community advocate through involvement with nonprofit and community organizations.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving broader aspects of organizational programs and operations, moderately unstable situations, or the direction, control and planning of an entire program or set of programs.
