Minimum Qualifications:
Associates Degree in Business or Public Administration or a related field required supplemented by Supplemented by three years of experience in Fleet Management; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: Must possess and maintain a valid state of Georgia Driver's License, Commercial Drivers License (CDL) preferred.
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

Purpose of Classification:
The purpose of this classification is to perform duties related to managing fleet service, maintaining and repairing motor vehicles and small/heavy equipment, and supervising assigned staff, including managing assigned staff, resolving customer concerns and issues, monitoring expenditures, and overseeing vehicle/equipment fleet maintenance activities. Fleet Manager is distinguished from Supervisor, Fleet Maintenance in that the former prepares and monitors budgets, supervises assigned staff, and develops and oversees daily vehicle/equipment service and repair operations, whereas the latter inspects and determines the vehicle repair/replacement schedule and develops fleet replacement policies and procedures involving County automotive vehicles and equipment.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Manages assigned staff, including establishing workloads, prioritizing work assignments, evaluating employee performance, interpreting and enforcing policies and procedures, resolving staff issues, making hiring or termination decisions/recommendations, and administering disciplinary action as required.
Oversees daily vehicle/equipment service and repair operations, including ensuring the efficient use of small and heavy equipment and vehicles.
Prepares and monitors assigned area budget, including reviewing previous yearly expenditures, determining staffing levels, and estimating capital purchases.
Monitors and approves expenditures and ensures that assigned garage remains within approved budget allocations.
Conducts analyses and prepares operational plans and correspondence.
Advises departmental staff, County officials, and vendors concerning the inspection and repair of vehicles and equipment, including addressing fleet vehicle/equipment issues.
Monitors procurement processes for assigned area, including writing specifications for new equipment and ensuring that quality services and products are considered in the vendor selection process.
Responds to customer concerns and issues.
Prepares and monitors preventative maintenance schedules for vehicle/equipment services and repair.

Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving broader aspects of organizational programs and operations, moderately unstable situations, or the direction, control and planning of an entire program or set of programs.
