Job Description
Class Concept

Minimum Qualifications:
Bachelor's Degree in Accounting, Finance, or a related field required; supplemented by five years of experience in government accounting, including progressively responsible supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: License as a Certified Public Accountant (CPA) issued by the State of Georgia preferred.
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

Example of Duties

Purpose of Classification:
The purpose of this classification is to perform administrative and supervisory work in the management of departmental accounting functions. Responsibilities include preparing and analyzing accounting records and reports, supervising the work of assigned personnel, and serving as a liaison to other County departments and agencies regarding accounting-related issues.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Supervises, directs, and evaluates assigned staff: makes hiring, promotion and termination decisions/recommendations; develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; instructs, assigns and reviews work; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.
Manages general accounting functions: ensures adherence to established policies and procedures; ensures accounting activities comply with local, state and federal regulations and requirements; approves special payments; coordinates development of fixed asset systems; coordinates the preparation of annual financial reports; implements internal controls to reduce potential of errors: tests audit trails to identify potential errors; and develops, maintains, monitors and communicates internal division policies, procedures and standards for the division to identify and correct inefficiencies, deficiencies and problems.
Manages daily operations of department: ensures transactions, data entry, document processing, and related activities comply with appropriate local, state, and federal regulations and with accepted accounting principles; verifies accuracy of transactions and data; identifies discrepancies; and initiates and/or implements corrective actions to resolve discrepancies and correct errors.
Reconciles/reviews the reconciliation of multiple bank accounts and budgets: monitors cash flows; identifies discrepancies and needed corrective actions; prepares journal entries and related documentation; and enters changes into accounting system.
Monitors internal and external auditors to facilitate timely completion of audits: compiles reports for annual audits: assists auditors with comprehensive annual financial report; coordinates and schedules annual audit for departments; submits confirmation notices for audits; and researches and resolves problems with annual audit.
Prepares financial statements, summaries and reports and submits to appropriate department, manager and/or County official: creates and updates queries to obtain information for financial reports; establishes and maintains a variety of department manual records and files; and researches information in files upon request.
Ensures timely preparation of required tax returns, information reporting and payment of taxes when due: compiles financial data and information; and prepares and submits documentation, forms or monies to the appropriate personnel or governing body.
Answers questions and provides information upon request: explains policies and procedures; provides technical assistance to other divisions and departments concerning accounting-related issues; and assists with completing financial forms.
Maintains file system of departmental records: prepares departmental files; sorts/organizes documents to be filed; files documents in designated order; retrieves/replaces files; and conducts records maintenance activities in compliance with guidelines governing record retention.
Communicates with supervisor, assigned staff, County departments, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
Maintains a current, comprehensive knowledge and awareness of applicable laws, regulations, principles and practices relating to government accounting; reads professional literature; maintains professional affiliations; and attends meetings, workshops, hearings, and training sessions as required.

Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information.
Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs.
Functional Reasoning: Requires the ability to apply principles of logical or synthesis functions; to deal with several concrete and abstract variables; and to analyze major problems that require complex planning for interrelated activities that can span one or several work units.
Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving broader aspects of organizational programs and operations, moderately unstable situations, or the direction, control and planning of an entire program or set of programs.
