Global Supply Manager, Data Center & Semiconductor Construction

What To Expect
The Global Supply Management team is looking to hire a proficient Global Supply Manager to execute and oversee the construction procurement teams executing appx $600M/yr of CapEx/OpEx Data Center & semiconductor projects for Tesla in the multiple locations. The team support a large diverse Construction PM organization and manage all construction procurement aspects of all the Data Center projects as well as semiconductor projects at Tesla. Scope includes identifying, negotiating, and awarding general and subcontractors, materials, and services required for the construction, expansion and remodeling of various locations to fulfill the company goals. The Manager role encompasses the selection of these through a competitive tender/bid process involving document preparation (scope, drawings, etc.) for projects while developing contracting and compensation strategy, leading negotiations, and collaborating closely with internal stakeholders.
What You’ll Do

• Synthesize supplier, industry, and market research to develop sourcing strategy as well as issue RFx (RFQ, RFB, and RFP) for sourcing assigned commodities/services
• Review, analyze and clarify bid packages received from suppliers and service providers. Make and present recommendations to award after performing a detailed bid analysis ensuring identical scope inclusion for all bids
• Align resources to priority projects and optimize resources scope/utilization.
• Coordinate and execute Purchase Orders and Work Authorization for assigned contractors, services, and/or commodities.
• Administer, facilitate and answer Requests for Information (RFI’s) received during the tender process by issuing RFP Addendums agreements, as necessary, to mitigate Tesla’s exposure to risk and consolidate suppliers’ spend
• Lead CSA and MEP contract negotiations to align with Project needs, including but not limited to general contractors, subcontractors and direct awards.
• Identify and support commercial cost reduction opportunities.
• Develop a robust stakeholder buy-in and collaborate with the Engineering and construction team to implement Procurement strategies for all packages involving the Data Center build out.
• Oversee and execute Data Center Construction procurement and Semiconductor Construction Procurement.
• Maintain day-to-day supplier relationships; act as the lead point of contact for all commercial issues
• Pre-qualify suppliers/contractors by assessing their financial credibility, insurance policies and past project experience for efficient execution of Tesla’s scope of work.
• Determine strategies for award and contract structures to manage risk of exposure while ensuring the best cost and quality in the market.
• Monitor and ensure that the services/commodities purchased are compliant with Tesla’s global procurement policy.
• Conduct a thorough pre-qualification process and synthesize supplier, industry, and market research for long lead equipment and commodities. This will involve gathering and analyzing spend data for commodities, to develop a sourcing strategy. Ensuring commodity spend is managed efficiently and effectively within contract compliance by supporting commodity business planning and savings and establish measurement metrics and tools to monitor progress, such as tracking labor productivity burn rates.
• Determine sourcing strategies for the multiple Data Center initiatives and projects to fulfill the program goals.

What You’ll Bring

• Ability to work independently on multiple tasks and projects with various stakeholders as well as organizational skills to manage and track transactional details.
• Hi-tech, construction and/or automotive industry experience preferred.
• MS or BS in Engineering, Construction and/or evidence of exceptional experience
• Strategic Sourcing, Opportunity Analyses, and Contract Negotiations, including experience in executing Change Management processes and procedures.
• Open-minded self-starter with the ability to adapt, improvise and problem solve, with demonstrated ability to identify business process issues and drive process improvement.
• Additional experience in project controls preferred.
• Excellent analytical and judgment skills. Advanced skills in Microsoft Excel, Word, Bluebeam and/or Acrobat
• At least 10 years’ experience in Construction Management and Construction Procurement.
