Summary
The Financial Analyst Level I, II, and III provides varying levels of support and analysis dependent on the level to the Business Planning Unit.
The Financial Analyst role is responsible for managing the operating budget process and preparing the five-year financial plan for the Department of Subways.
In addition, this position works closely with the Department of Subways management and provides analytic support to the CFO, President and MTA HQ Budget.
Recent projects include Subways Action Plan budgeting and reporting, overtime monitoring, Covid19, SMS, and other subways initiatives. The workload in this unit has increased over the past few years with active financial management involvement of the Subway Action Plan, COVID-19, and most recently Hurricane Ida.
Responsibilities
- Develop the annual Traction and non-Traction Power budget through the three financial plan cycles. Analyze results and make recommendations on adjustments to the budget.
- Analyze operating impacts of Capital Projects.
- Conduct analytic studies to improve cost effectiveness of Department of Subways operations. Evaluate budget/headcount requests from Subway Divisions.
- Budget, analyze and track Subway Action Plan projects and produce quarterly reporting as required by State.
- Assist in the development of the strategic business and financial plans.
- Analyze annual operating budget requirements and results for assigned divisions with the Department of Subways.
- Other duties as assigned.

Education and Experience
REQUIRED:
Analyst – Level I
Bachelor’s degree in Business, Transportation, Public Policy or a related field or an equivalent combination of education and experience from an accredited college may be considered in lieu of a degree.
Analyst – Level II
Bachelor’s degree in Business, Transportation, Public Policy or a related field or an equivalent combination of education and experience from an accredited college may be considered in lieu of a degree.
Minimum 2 years related experience.
Analyst – Level III
Bachelor’s degree in Business, Transportation, Public Policy or a related field or an equivalent combination of education and experience from an accredited college may be considered in lieu of a degree.
Minimum 4 years related experience.
PREFERRED:
Knowledge of Multidimensional Database Management systems such as Hyperion Essbase.
Master’s degree in a related field.
Familiarity with the MTA’s policies and procedures.
Familiarity with the New York City Subway System and its operations.
Other Information
As an employee of MTA Headquarters, you may be required to complete an annual financial disclosure statement with the State of New York, if your position earns more than $108,638 (this figure is subject to change) per year or if the position is designated as a policy maker.
May need to work outside of normal work hours (i.e., evenings and weekends)
Travel may be required to other MTA locations or other external sites
