JOB TITLE: Financial Analyst Levels I, II and III SALARY RANGE: Financial Analyst Level I - $59,506 - $78,101 Financial Analyst Level II - $64,032 - $84,041 Financial Analyst Level III -$71,328 - $93,618 HAY POINTS: 323/372/451 DEPT/DIV: Consolidated Analysis SUPERVISOR: Assistant Director Consolidated Analysis LOCATION: 2 Broadway, Manhattan HOURS OF WORK: 9:00 am - 5:30 pm (7 1/2 hours/day) DEADLINE: Open Until Filled This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.The Financial Analyst Level I, II, and III provides varying levels of support and analysis dependent on the level to the Management and Budget Unit. Responsible to perform analysis, identify issues, make comments and recommendations on Agency operating budget and financial plan submissions so that cohesive and coordinated MTA-wide financial plans can be developed.Monitor monthly Agency financial and operational results to identify potential deviations from plan.
- Produce timely written reports analyzing and explaining monthly variances of Agency operating results (both accrual and cash) for revenues and expenses.
- Work with Agency budget staff in preparing narratives and analysis that support each financial plan or budget update.
- Perform special projects and participate as needed on MTA-wide issues that require budgetary or financial expertise.
- Other duties as assigned.
- Analyze and evaluate comprehensive Agency budget and financial plan proposals for inclusion in Board submissions according to new budget process.
- Perform reviews of actual financial and operating results versus the prior year’s budget and/or forecast.
- Identify, quantify, and explain significant financial risks and opportunities.
- Good report writing skills and oral communication skills. Communication and collaboration skills are very important in this role.
- The individual should be comfortable working as part of a group as well as independently.
- Knowledge of Microsoft Office (Excel, Word, PowerPoint); macro development and pivot table knowledge are preferred, but not required.
- Academic understanding of generally accepted accounting principles.
- Knowledge of Oracle Hyperion budgeting system is preferred, but not required.
- Knowledge of budgeting and financial forecasting techniques.

Analyst – Level I
REQUIRED:
- Bachelor’s degree (preferably in finance, business, business administration, economics or transportation). An equivalent combination of education and experience from an accredited college may be considered in lieu of a degree.
Analyst – Level II
REQUIRED:
- Minimum 2 years financial (preferably budgeting) experience with a major government or corporate entities. A master’s degree may substitute for two years of experience.
- Bachelor’s degree (preferably in finance, business, business administration, economics or transportation). An equivalent combination of education and experience from an accredited college may be considered in lieu of a degree.
Analyst – Level III
REQUIRED:
- Bachelor’s degree (preferably in finance, business, business administration, economics or transportation). An equivalent combination of education and experience from an accredited college may be considered in lieu of a degree.
- Minimum 4 years of progressive financial (preferably budgeting) experience with a major government or corporate entities. A master’s degree may substitute for two years of experience.
