Job Description

Lawrence Berkeley National Lab’s (LBNL) Facilities Division has an opening for a Facilities Regional Operations Manager (ROM) to join the team.
In this role, you will provide management and leadership for a multi-disciplined team, including Facility Area Managers (FAMs), Planners, Engineers, Construction Managers, and in-house crafts employees responsible for effectively managing the operations and maintenance of the Region’s buildings in support of the Lawrence Berkeley National Laboratory science mission. This position will partner with leadership in the Laboratory’s science divisions to identify current and future infrastructure needs and coordinate with other Operations divisions to execute infrastructure stewardship responsibilities. The incumbent will set a strategy and use operational excellence and high-reliability standards to optimize the delivery of Facility Management (FM) services and ensure that all work in support of the Region’s buildings is prioritized and executed safely and in accordance with DOE, federal, state, and related regulations, policies and procedures.


What You Will Do:

  • Partner with the Facilities Outage Manager on outages in assigned Region to minimize the impact to research operations and maximize the benefit of each outage by identifying corrective and preventive maintenance that can be accomplished during the outage.
  • Partner with Facilities Engineering to establish an effective preventive/predictive maintenance program that ensures compliance with Federal/State code requirements and resolves repetitive and systemic equipment/infrastructure issues.
  • Ensure that Service Level Agreements (SLAs) are developed and maintained for each facility that delineates equipment ownership, maintenance responsibilities, and standards for Facilities services.
  • Ensure that incidents are reported in accordance with Divisional and Laboratory policies and procedures and management expectations. Participate in the development and implementation of corrective actions as appropriate to prevent recurrence. Develop and communicate lessons learned per Divisional policies and procedure to promote an organizational learning culture.
  • Maintain a thorough understanding of the research operations conducted in the assigned Region and the specific infrastructure needs associated with the research.
  • Partner with Facilities Department Managers to develop and maintain succession plans for matrixed regional staff. Provide leadership coaching and mentoring in the field to support growth and development opportunities.
  • Set strategy and provide leadership for a team of matrixed staff (facility managers, engineers, work planners, construction manager, and crafts) to execute the Facilities Division stewardship responsibilities for the Lab’s buildings and infrastructure.
  • Anticipate and develop strategies to reduce operational risks that may impact the science mission. Implement processes and maintain spares to minimize downtime and impact on operations in the event of equipment failure.
  • Provide leadership for the prioritization, planning, and execution of Scientific Equipment Installation (SEI) Projects to advance the science mission. Coordinate closely with the SEI team and Science partners to identify cost-effective solutions and strategies and oversee work to ensure Science needs are met.
  • Interact routinely with senior Science leadership in strategy development, align on work priorities, and gain an understanding of future infrastructure needs. Ensure that work is accomplished within budget and schedule and that any deviations are communicated and negotiated with Science partners.
  • Participate in long term capital planning and advise Facilities management on at-risk facility conditions, deferred maintenance, and associated priorities. Support annual work planning and system/structure/component life cycle strategy.
  • Conduct assessments of facility conditions and work performance through frequent presence in the field. Use Divisional tools and resources as appropriate to complete and document assessments such as Simple But Needed (SBN) inspections.
  • Ensure that day-to-day operations and maintenance activities are conducted safely, in accordance with work control procedures and DOE, federal, state, and related regulations, policies, and procedures.
  • Provide leadership to ensure that an accurate Master Equipment List (MEL) is maintained and that engineering change control processes are in place to ensure that modifications are evaluated and configuration management is maintained.
  • Develop and maintain the budget for Facilities Management ensuring alignment with the SLAs.
  • Develop and maintain metrics and key performance indicators to measure the effectiveness of the Region in performing Facility Management services. Provide routine status reports to Facilities senior leadership on Regional performance and identify any barriers to success. Establish a schedule and conduct self-assessments to ensure safety programs are effective.

What is Required:

  • Demonstrated ability to use computers effectively for record-keeping, report writing and communication and use computer applications such as MS Office, Databases, or Facilities Management Systems at a level of competence to do analysis, produce presentations and reports suitable for Facilities and Laboratory management.
  • Broad knowledge of best practices in facility management and industry and regulatory standards (federal, state, and local).
  • Demonstrated project management experience.
  • Demonstrated experience in customer service roles including strong negotiation skills, listening skills, and a bias towards continuous improvement.
  • Must be knowledgeable of disaster planning, emergency preparedness and general facility safety including federal, state and application laws, regulations, procedures and guidelines.
  • Proven ability to effectively communicate (verbally and written) with individuals and groups at all levels of an organization. Demonstrated ability to effectively and clearly convey critical and complex information and to create high-level reports, presentations and analyses for a range of internal and external senior managers and leadership.
  • Experience with personnel and performance management.
  • Must have flexibility with regard to hours worked, and be available for occasional weekend or night work as may be required to handle site emergencies
  • Bachelor’s degree in Facility Management, Engineering, Business Management or related technical discipline and a minimum of 10 years (or equivalent combination) of facility management experience in multi-client, multiple facility environments.
  • Strong technical knowledge of facilities equipment and systems.
  • Proven experience in launching and leading strategic initiatives related to facility management.
  • Demonstrated experience in leadership of teams or initiatives to accomplish strategic objectives.
  • Able to effectively lead in a multi-disciplined organization to achieve goals and objectives, in some cases without having direct line management responsibility.
  • Proven experience in the identification, assessment, communication and resolution of complex technical and systemic issues.
  • Good working knowledge of regulations and laws.

Desired Qualifications:

  • Experience with critical system environments.
  • International Facility Management Association (IFMA) or Building Owners and Management Institute (BOMI) Certified Facilities Manager or equivalent related certification.
  • Facility Professional Management Qualification and demonstrated understanding of DOE Orders, National Laboratory work controls, safety and environmental, and project management processes.
  • Strong technical knowledge of facilities equipment and systems in a laboratory environment.
  • CMMS/Work Order Management experience.

Notes:

  • Salary for this position will be commensurate with the final candidate’s qualifications and experience, including skills, knowledge, relevant education, certifications, plus also aligned with the internal peer group.
  • The full salary range for this position is $12,475 - $21,050 per month for the job classification of G03.3.
  • It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on the final candidate's qualifications and experience.
