KNOWLEDGE, ABILITIES, AND SKILLS NEEDED TO PERFORM THE ESSENTIAL JOB FUNCTIONS:
Knowledge:
- Standard program evaluation methods.
- Principles and practices of organization, administration and personnel management.
- Current principles and practices of public administration, performance management and budget preparation.
- Principles and trends of public facilities construction, engineering and CMMS.
- Trends and developments in green technology, and LEED certification administration and implementation.
- Prepare and analyze department reports, statements and correspondence, and take appropriate action.
- Ability to plan, organize and coordinate multiple Divisions with varied responsibilities.
- Select, supervise, train and evaluate professional and clerical staff.
- Ability to respond to emergencies on a 24-hour basis.
- Ability to manage multiple activities and projects.
- Prepare Department Agenda items.
- Ability to evaluate effectiveness and feasibility of green technologies including but not limited to energy and water management, HVAC, lighting, solar and alternative energy technologies, water conservation, and vehicle management.
- Assist in development of and administering the Department budget.
- Interpret and apply applicable BOCC policies and procedures as well as applicable laws, rules and regulations.
- Ability to ensure compliance of County facilities with the appropriate federal, state, and local statues, codes and regulations.
- Prepare and give oral and electronic presentations.
- Establish and maintain effective working relationships with employees, elected officials, other agencies and the general public.
- Communicate effectively orally and in writing, including public presentations, Department correspondence and other required documents.
- Intermediate – Advanced computer skills, including MS Office Word, PowerPoint, Excel, CMMS, and Project Management Software.
ESSENTIAL JOB FUNCTION:
- Assists the County with preparation, response, recovery and mitigation during times of disaster, as directed by Administration.
- Assists in, directs and oversees the county's CMMS (Computerized Maintenance Management System).
- Seeks, administers and implements outside contracts, grants and bids.
- Assists in and directs organization and coordination of the Facilities Department.
- Provide professional and technical direction to Department in regard to proposals, specifications and construction standards.
- Performs related work as requested or assigned by the Director.
- Reviews and evaluates Department work products, methods and procedures.
- Assists in, directs and coordinates the preparation and oversight of the Department's budget.
- Establishes and implements Department policies and procedures.
EMERGENCY MANAGEMENT RESPONSIBILITIES: During emergency conditions, all County employees are automatically considered emergency service workers. County employees are subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation and are expected to perform emergency service duties, as assigned.
ESSENTIAL PHYSICAL SKILLS: Good vision and hearing with or without correction. Frequent walking and standing required. Ability to sit for long periods of time. Requires manual dexterity sufficient to operate a keyboard, calculator, telephone, copier, and other related office equipment as necessary. Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions.
WORK HAZARDS: Possible visual and physical dysfunction due to computer work. Working in areas while construction is occurring.
SAFETY EQUIPMENT USED OR NEEDED: Eye and ear protection and hard hat. Use of auto safety belt.
EDUCATION: Bachelor’s Degree from an accredited college or university with major course work in Engineering, Architecture, Construction Management, or closely related field.
EXPERIENCE: Minimum of seven 7) years of progressively responsible related administrative experience, including three (3) years in the maintenance field in a supervisory capacity responsible for building maintenance with oversight in plumbing, electrical, custodial, carpentry, HVAC, and/or fleet management. Capital projects experience required. A comparable amount of training or experience may be substituted for the minimum qualifications.
LICENSE CERTIFICATION OR REGISTRATION: Valid Florida’s Driver’s License and must maintain a good driving record. Florida Contractor’s License is preferred.
Pay Grade 30
Driving Position – Operating County vehicles and/or equipment is a primary function of this position.
