Job Description

Introduction


The Department of Health Services (DHS) strives to protect and promote the health and safety of all people of Wisconsin through the efforts of a dedicated and diverse workforce. The Division of Medicaid Services (DMS), Bureau of Operations Management (BOM) is recruiting for a Collections Specialist in Madison, WI.

The work schedule will be from Monday to Friday, either 7:30am to 4:00pm or 8:00am to 4:30pm.

This position offers the option to work remotely up to 3 days per week and is headquartered in the 1 W. Wilson Street office in downtown Madison. This schedule may vary based on training or operational need.

Position Summary


As the Collections Specialist, you will be responsible for researching, developing, operating, and improving the Estate Recovery Section. Duties include but are not limited to:

  • Participation in program planning, policy setting and procedure development.
  • Coordination of recovery claims and payments as well as estate recovery processes to ensure that programs recover the fullest amount practicable.

In addition, this position relates to a wide range of contacts including high level Department, Division and Bureau managers, and officials of other state agencies, federal officials, Legislators, lobbyists, professional organizations, Medicaid officials, and the Medicaid fiscal agent.

Salary Information


Pay for this position is between $25.00 and $26.50 per hour (approximately between $52,000 and $55,100 per year) depending on qualifications, plus excellent benefits. A 12-month probationary period is required. This position is in pay schedule and range 07/04.

Pay for current or former state employees is based upon the rules that apply to compensation for the applicable transaction.

Job Details


All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.

For positions that do allow remote working flexibility, although residency in the State of WI is not required for permanent positions, it is not anticipated that working outside of WI or bordering cities will be allowed as positions may at times need to report to office locations in WI on short notice.

DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.

Employees must have access to secure high-speed internet for remote work option. Mileage reimbursement to the employee’s headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.

Qualifications


Minimally qualified applicants will have both of the following:

  • Experience with case management, performing activities such as assessing and evaluating individual cases, establishing and maintaining detailed case files and documentation, etc.
  • Experience explaining complex or controversial information when responding to in-person, telephone, or written inquiries, on topics such as policies and program requirements.

Well-qualified applicants will have one or more of the following:

  • Experience working with Medicaid programs, such as BadgerCare Plus, long-term care programs, Wisconsin Funeral and Cemetery Aids Programs, etc.
  • Experience working with an estate recovery program.
