Govern For America is searching for the next generation of public servants to create a more responsive government that better reflects and serves our communities. We envision a world where public servants use their power in government and grounding in community to ensure public systems achieve greater opportunity for all people. We are launching our new program, the Civic Impact Corps (CIC) to get these people into government faster!


What is GFA CIC?

As a Govern For America Civic Impact Corps member, you’ll work in government on strategic priorities and innovative projects using your skills to work on the most pressing challenges facing our communities. Govern For America program participants work at the intersection of policy and implementation in a fast-moving environment. Whether you’re combating the COVID-19 pandemic, working to end mass incarceration, or expanding access to high-quality pre-K, government is where we see leadership in action. The GFA Civic Impact Corps is your opportunity to tackle one of the biggest challenges of our time.


The Civic Impact Corps is a 12-month program that connects early career professionals to full-time, paid government jobs and supports them to develop as leaders through training, and community. GFA bridges the gap between state governments and emerging leaders to fill skill gaps, drive more equitable policy outcomes, and ignite a lifetime of public sector leadership. While Govern For America will be placing Civic Impact Corps members in agencies across multiple issue areas, broadband and digital equity work is an area of focus for this program.


Why focus on Broadband and Digital Equity?

Affordable, high-speed broadband is essential to fully engage in the economy but millions of Americans do not have access to this critical resource. Digital Equity will occur when all individuals and communities have the information technology capacity needed for full participation in our society, democracy, and economy. A lack of talent capacity in state government is a significant barrier to ensuring the effective distribution of historic levels of federal infrastructure investment aimed at closing this digital divide. These offices can have an outsized impact on policy outcomes and decisions. This work could look like:

  • Developing state broadband and digital equity plans;
  • Designing new digital literacy services
  • Mapping access and adoption barriers;
  • Analyzing data to inform broadband maps; and
  • Managing grantmaking to municipalities;
  • Co-designing solutions with community members;



What You’ll Do:

We have a number of different role types - Fiscal Analyst, Policy Analyst, and Data Analyst. Based on the skills and interests you list in your application we will match you to one or more role type. No matter the role type you are, you will:

  • Leverage Data - Analyze data to source new opportunities to allocate resources, save money, and improve lives.
  • Be in the Room - Work closely with senior leaders in government on strategic initiatives and mission-critical priorities, and represent the agency in external environments.
  • Create Partnerships - Manage relationships with internal and external stakeholders including the Governor’s Office, state agencies, municipal/federal authorities, advocacy groups, constituents, and other partners.
  • Put Theory into Action - Conduct policy research to find opportunities for impact, then make it happen as you evaluate proposed legislation, operationalize concepts, and quarterback strategic initiatives.
  • Question & Create - Ask the tough questions and challenge assumptions about the way things have always been done to create programs designed around people.
  • Perform Rigorous Analysis & Evaluation - Analyze State agency fiscal operations, monitor revenue and expenditures, evaluate proposed legislation, and negotiate with legislative staff to develop budgetary and policy recommendations.

Where We Place:

For the 2023 Cohort, potential placements include Connecticut, Hawaii, Kentucky, Louisiana, Maryland, Michigan, North Carolina, Rhode Island, and Washington D.C.


How To Apply:

The GFA Civic Impact Corps is a direct-apply program, which means that we do not reserve slots for universities. Every interested candidate must complete an application and go through our selection process. The application will go live on May 1st, 2023. Submissions will be reviewed on a rolling basis and matches will be made as roles become available.


To be considered for the 2023 Civic Impact Corps, applicants must:


  • Commit to responding to communication within 2 business days
  • Be aware of and comfortable with the ambiguity that comes with a rolling timeline for hire
  • Be on track to earn a master's degree by June 2023; or if graduated, have earned an undergraduate or master’s degree between 2018-2021
  • Be a US Citizen, Permanent Resident, DACA Recipient, or have US Sponsorship for 2 years (GFA does not provide sponsorship for Corps members)
  • Have 2-5 years of professional experience
