Position Description
The manager will work autonomously overseeing the daily operations, programs, projects, and services of the assigned area(s). The manager's work involves managing assigned staff; establishing goals and objectives; developing guidelines, procedures, and policies; and setting standards for achieving goals. They will also manage the allocation of various resources related to department/organizational goals.
Duties and Responsibilities:
The incumbent is responsible for executing the duties and responsibilities listed below and other duties as assigned.
- Develops and implements metrics/techniques to track and evaluate category performance and modifies plans accordingly to achieve the targeted goals.
- Provides subject matter expertise, guidance, and hands-on support regarding procurement, project execution, and other related areas and addresses escalated issues related to assigned area(s).
- Assesses, identifies, utilizes, and emphasizes sourcing and procurement best practices to minimize supply risk, drive P2P process standardization, and improve Purchasing’s efficiency and effectiveness to meet the overall needs of Harris County.
- Assesses current initiatives and identifies large-scale business opportunities and improvement initiative that will maximize profitability.
- Establishes, collaborates, and manages relationships with internal staff, external entities, and other key procurement roles within Harris County’s Purchasing group to ensure delivery of initiatives and expectations to achieve departmental/organizational goals and objectives.
- Develops and executes strategic plans for long-term and short-term goals for assigned procurement areas which includes spend analysis, market and/or geographic considerations, strategic importance, and cost reductions that aligns with Harris County's expectations.
- Routinely assesses spend category profiles on an annual basis to determine priorities and readjust focus areas as needed.
- Manages the work of assigned staff including coordinating schedules, goal setting, reviewing work, performance management, and ensuring talent is being strengthened and fortified.

Education and Experience:
- Six (6) years of directly related work experience in a supervisory or managerial role
- Bachelor's degree in a directly related field from an accredited college or university
OR
- Associate's degree in a directly related field from an accredited college or university
- Eight (8) years of directly related work experience in a supervisory or managerial role
OR
- Ten (10) years of directly related work experience in a supervisory or managerial role
- High School Diploma or GED equivalent from an accredited educational institution
Knowledge, Skills, and Abilities:
- Ability to develop and evaluate administrative policies and procedures.
- Excellent written and verbal communication skills.
- Advanced skills in Microsoft Suite (Outlook, Word, Excel, PowerPoint,).
- Ability to analyze and report upon operating conditions and problems.
- Ability to prioritize and handle multiple tasks with competing deadlines simultaneously.
- Skilled in project management.
- Ability to establish goals and objectives that align with the organization's mission.
- Strong knowledge of category management, strategic sourcing, and supplier relationship management processes.
- Ability to interface at all levels of the organization and with suppliers to solve problems when facing evolving demands.
- Strong leadership presence and negotiation/contract management experience.
- Ability to work in a fast paced environment.
- Ability to manage all aspects of operations.
- Knowledge and experience with best practice processes, tools, and procurement/spend systems data and analysis.
- Skilled in supervising employees which includes performance management.
- Excellent problem-solving and conflict resolution skills.

Work Environment and Physical Demands:
- This is a large sedentary role that may require sitting for long periods of time.
- This job operates in a professional environment and routinely uses standard office equipment such as computers, phones, photocopiers, etc.
Employment may be contingent on passing a drug screen and meeting other standards.
