Job Description
Position Summary

The Community Development Department is currently recruiting a full-time, benefit-eligible, Building Inspector.
Responsible for implementation and enforcement of various residential, commercial and industrial development, construction, and maintenance codes adopted by the City. Responsibilities include performing plan reviews and construction inspections to ensure compliance with State Building (Building, Fire, Energy, Plumbing, Mechanical, Fuel Gas, etc.) and other applicable codes. Work is subject to periodic review by the Building Official, who provides input on approval of recommendations and discusses assignments, priorities and work. Also, provides education and assists customers regarding codes, city ordinances and community initiatives. This position reports to the Building Official.

Examples of Duties

  • Inspects construction of new and existing residential, industrial and commercial buildings to ensure compliance with the city building code that incorporates the State Building, Fire, Plumbing, Mechanical, Energy Code and other related regulations.
  • Issues stop work orders, warning notices, compliance orders, complaints, and citations as required.
  • Coordinates plan review and inspections with Engineering Division, Planning, and Fire and other Departments as needed to accomplish the permit processing.
  • Assists and educates residents, business owners, contractors, architects, engineers, and landlords regarding codes, construction standards and housing standards.
  • Issues Certificate of Occupancies for construction after confirming city's requirements for project have been met.
  • Assists in the development of new or revised housing, nuisance, and health codes ordinances.
  • Maintains and generates all necessary reports, records, and related information as required or necessary, and in compliance with data retention policies.
  • Reviews and evaluates plans, specifications and engineering calculations to ensure plans meet all State Building Codes working with permit holders, residents, architects, and engineers and other parties.
General
  • Performs other duties as assigned or apparent.
  • Advises supervisor of program and project status, challenges and accomplishments.
  • Assists in coordinating special projects, city goals and strategies.
  • Conducts research on programs and prepares reports for initiatives and special projects.
  • Enforcement of city ordinances related to zoning, building maintenance, occupancy, sign, public utilities ordinances, rental housing, nuisance ordinances, City's health ordinance and other applicable regulations.
  • Assisting with the coordination of monthly property owner/manager informational and educational meetings.
  • Maintains good working relationships with other City departments, property owners, renters, realtors, business owners, contractors, non-profit agencies, and other city partners.
  • Inspection of rental housing and other existing structures and premises to identify and correct violations of property maintenance, housing, nuisance, licensing and other city ordinances.
  • Works with protected information in accordance with data practices and city polices.
  • Preparing educational materials for city publications and events.
  • Coordinates predesign, preconstruction and other meetings as necessary.
  • Responds to and resolves public inquiries and complaints.

Minimum Qualifications

  • Certification in Emergency Response- ICS 100, 200, 700- within six months of hire date.
  • General knowledge of the construction industry including building, fire, mechanical, electrical, and plumbing systems.
  • Certification in Property Maintenance or Housing by ICC or other approved accreditation organization within six months of hire date.
  • Valid driver's license
  • Minnesota Building Official's Certificate, or ability to become certified within 1 year
  • Knowledge of property maintenance, fire codes, housing codes and code enforcement
  • High School Diploma, GED or equivalent
  • Knowledge and demonstrated proficient computer skills including Microsoft Office program applications (Word, Excel, PowerPoint) and databases.

Desired Qualifications

  • Certification in Plans Examiner by ICC or other approved accreditation organization within one year of hire date.
  • Experience in dealing with the public; problem solving and conflict resolution
  • Three years municipal inspection experience
  • Post-secondary degree or certificate in Construction Management, Building Inspection Technology, architecture or related field.
  • Additional Certifications of ICC such as Fire Plans Examiner, Residential Building Inspector, Commercial Inspector, etc.
  • Ability to speak, read or write any language other than English, including sign language.
