Job Description
General Duty Statement

Performs full performance inspections on new and existing structures for compliance with and the enforcement of state and local building codes, zoning ordinances, contract specifications, and safety regulations for the Department of Safety and inspections. Investigates complaints regarding violations of building code, issues correction orders, stops work orders, and issues citations as necessary. Provides information and interpretation of State Building Code and the Saint Paul Legislative Code to the public, staff, and leadership. Evaluates new construction methods and materials for meeting compliance. Performs other related duties and responsibilities as required.


Typical Duties:
  • Works in all types of environmental conditions.
  • Conducts a range of routine to complex inspections, investigations, and enforcement actions.
  • Inspects damaged and deteriorated structures for compliance with applicable codes.
  • Walks through building excavations and scales scaffolding and construction forms, including climbing from ladders.
  • Investigates complaints regarding a violation of the building code, issuing correction orders and citations, and stopping work orders as necessary.
  • Drives and operates a motor vehicle to and from sites as needed.
  • Orders and enforces corrections on non-complaint items.
  • Maintains an electronic record of all field activities using available data access and data entry technology.
  • Records observations and reports them to owners, contractors, and other stakeholders.
  • Performs inspections on new and existing structures for compliance with and enforcement of state and local building codes, zoning ordinances, contract specifications, and safety regulations.

Requirements

Must meet one of the following:

  • Five years of experience performing work as a journey level carpenter.
  • Two years of experience reviewing plans and specifications for compliance with building codes.
  • Five years of experience performing work as a construction superintendent/construction manager.
  • Five years of experience performing engineering work in the design or construction of buildings, at least three years of on-site construction experience.

Must possess and maintain a valid Minnesota Class D Driver's License or equivalent out of state driver's license.

Preferred Qualification: Possession of a limited or full certification as a building official from the Minnesota Department of Labor and Industry.
