Job Description
Position Summary

This position is a member of the Building & Safety Department, and performs building inspections during all phases of construction, alteration and repair; enforces compliance with building codes, regulations and ordinances and works with developers, architects and contractors to maintain code requirements.

Examples of Essential and General Responsibilities

Essential and other important responsibilities and duties may include, but are not limited to, the following:
  • Maintain files and reports regarding inspection and plan check activities and findings.
  • Enforce compliance with building ordinances, codes and regulations; locate and resolve cases of illegal construction.
  • Perform related duties and responsibilities as required.
  • Confer with architects, contractors, builders and the general public in the field and office; perform counter service; explain and interpret building requirements and restrictions.
  • Research building methods, materials and practices as necessary.
  • Inspect buildings during various stages of construction, alterations and repair to ensure compliance with applicable codes, ordinances and regulations.
  • Function as a member of a disaster response team.
  • Inspect setbacks, foundation, concrete, framing, plastering, plumbing, mechanical, electrical, energy requirements, ADA compliance, and a large variety of other complex and routine building system elements.
  • Examine and interpret plans and specifications of new construction, additions and alterations to buildings to determine compliance with the provisions of applicable construction codes, ordinances, and regulations.

Minimum and Preferred Requirements

Minimum requirements must be clearly demonstrated on the application to be considered, however, meeting the minimum requirements does not guarantee an invitation to compete further in the selection process. Experience requirements must be demonstrated in the "Work Experience" section of the application, other sections of the application will not be used to determine experience qualifications. (One year of work experience is the equivalent of 12 months of full-time work. "Full-time work" means at least 36 hours of work over a period of one week or 1,872 hours of work over a period of at least 12 months.) Qualifications noted as "desirable" or "preferred" are not included as part of the minimum requirements.
Experience
  • Previous building inspection experience in a government agency such as a city, county, state or special district is preferred.
  • Two (2) years of increasingly responsible building inspection or building construction experience is required.
Training
High School Diploma or equivalent education is required.
License or Certificates
  • Possession of, or ability to obtain within six (6) months of employment, a valid ICC Commercial Inspector certification in building, mechanical, electrical, or plumbing is required. One or all of the certifications are preferred upon appointment.
  • Possession of, or ability to obtain, a valid California Driver License with a satisfactory driving record (a driving record may be deemed unsatisfactory for any of the following reasons: three or more moving violations or reportable accident within the last three years; conviction of driving under the influence within the last five years) is required.
Special Requirements
  • Must successfully complete a pre-employment background investigation, physical, and drug screen.
  • Incumbent will be enrolled in the California Department of Motor Vehicle (DMV) Pull Notice Program. The DMV Pull Notice Program provides information on the incumbents driving record and driving record status on a periodic basis to the City.

This position works in a construction site environment; travels from site to site; exposed to noise, dust, grease, smoke, fumes, gases, inclement weather conditions; may work at heights on scaffolding and ladders or on slippery or uneven surfaces and may require maintaining physical condition necessary for heavy or moderate or light lifting; climbing, walking, or standing for prolonged periods of time.
