Job Description

JOB SUMMARY
This position is responsible for assuring that all new construction and/or alterations to buildings and facilities comply with the building, plumbing, mechanical and electrical codes and amendments as adopted for use within the City. The Inspector III position reports to the Building Official.
ESSENTIAL JOB FUNCTIONS
Performs inspections of new construction and alterations to existing buildings for conformity with those codes and ordinances as adopted by the City for the regulation of building, plumbing, mechanical and electrical installation.
Ensures compliance with City and department policies and procedures as related to building inspections.
Secures evidence of Code violations and report such violations and the actions to correct or the failure to correct to the proper authority.
Provides technical direction and assistance in all building inspections.
Investigates and evaluates of damage caused by fires, storms and other disaster-related events involving structures.
Assists as necessary in review of all plans submitted to the City for construction permits.
Investigates and resolves complaints regarding Code violations.
Prepares reports from inspections.
Communicates directly with residents and businesses related to field problems and Code interpretation.
Attends such meetings and functions as deemed necessary by the Building Official.
Assists the Building Official with various responsibilities as designated.
Performs other related duties as assigned.
QUALIFICATIONS
Educations and Experience:
High school diploma or GED equivalent.
Five (5) years of experience as a building inspector, engineer, architect or related field is required.
Special Qualifications:
Valid State of Florida driver"s license with an acceptable driving record.
State of Florida Building Inspector certification.
State of Florida One & Two Family Dwelling Inspector and a minimum of two (2) additional trade certifications. One & Two Family Plans Examiner certification can be counted as one of the additional trade certifications.
Knowledge, Skills and Abilities:
Ability to navigate all types of terrain, climb scaffolding, ladders and walk planking in high areas, and climb in and out of excavating holes without assistance.
Ability to perform math computations.
Ability to understand and interpret complex written material, building plans and codes.
Ability to communicate clearly, both orally and in writing.
Ability to establish and maintain effective working relationships with associates, City Staff members, contractors and the general public.
PHYSICAL DEMANDS
Medium work requires exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Additional physical abilities required:
Balancing: Maintaining body equilibrium to prevent falling while walking, standing or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs and/or hands and arms. Body agility is emphasized.
Crawling: Moving about on hands and knees or hands and feet.
Crouching: Bending the body downward and forward by bending leg and spine.
Grasping: Applying pressure to an object with the fingers and palm.
Handling: Picking, holding, or otherwise working, primarily with the whole hand.
Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination in sound.
Kneeling: Bending legs at knee to come to a rest on knee or knees.
Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
Manual dexterity such as: picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
Mental Acuity: Ability to make rational decisions through sound logic and deductive processes.
Pulling: Using upper extremities to exert force in order to draw, haul or tug objects in a sustained motion.
Pushing: Using upper extremities to press against something with steady force in order to thrust forward, downward or outward.
Reaching: Extending hand(s) and arm(s) in any direction.
Speaking: Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.
Standing: Particularly for sustained periods of time.
Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
Visual Acuity: Have visual acuity to operate motor vehicles and/or heavy equipment.
Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
