The Department of General Services (DGS) is excited to announce an opportunity to serve in our Office of Human Resources as the Assistant Director of Human Resources. The Assistant Director of Human Resources reports to the Director of Human Resources and is responsible for co-leading the planning, development, implementation, directing and evaluation of the human resources functions of the Department of General Services. Primary areas of responsibility and expertise are in employee relations, performance management, HR Policy, recruitment, classification and compensation.
We are seeking an advanced level professional to serve as the Assistant Director of Human Resources that may lead complex human resource initiatives related to each of the functional areas of human resources. The position may manage the day-to-day operations of the human resources functions and provide training, guidance, and coaching to staff and managers/ supervisors.
This challenging and rewarding position responsibilities and duties will include, but are not limited to:
Employee Relations and Performance Management - Provides guidance to Management, performs internal investigations, responds to complex ADA issues, represents agency in hearings
Classification and Compensation - Performs major compensation studies, complex job analyses, and position audits
HR Policy - Participates in planning and implementation of HR policies, procedures and programs
Recruitment - Reviews starting salaries, may oversee recruitment work performed by HR Generalists
Benefits Administration - Provides and administers responses to complex FMLA requests
Minimum Qualifications
- Extensive experience in Employee Relations, ADA, and FMLA.
- Experience designing, analyzing, and implementing policies, procedures, and programs.
- Bachelor's Degree in a related field or the combination of education and experience that demonstrates the ability to successfully perform the duties of the position.
- Experience counseling and advising managers/employees in the resolution of human resource issues.
- Excellent organizational and time management/prioritization skills.
- Demonstrated ability to problem solve, analyze, and use good judgement and discretion.
- Experience planning, organizing and prioritizing work.
- Knowledge and experience ensuring compliance with Federal and state laws.
- Considerable skill in MS Office (Word, Excel) and HR information systems.
- Demonstrated ability to research and develop solutions for human resource issues; design, analyze and implement policies, procedures, and programs; build consensus among peers and differing groups of the workforce, and to prepare effective oral and written communications.
- Excellent verbal and written communication skills, interpersonal and persuasion/negotiation skills, and analytical skills.
- Ability to work independently as well as a team member.
- Considerable knowledge and experience applying human resource principles and practices.
- Extensive related experience in the requisite duties including managing a Human Resources function in a mid-size organization.
Preferred Qualifications:
Professional SHRM/HRCI certification (PHR, SPHR, SHRM-CP, or SHRM-SCP) preferred
