Job Description

Duties

The salary range listed on this announcement only reflects the General Schedule incorporating Rest of U.S. basic pay. Upon selection, the salary will be adjusted to include the locality adjustment for the specific location.
This position serves as a Human Resources Assistant for the ER/LR and Performance Management section and performs administrative work to support the HR Specialists in these program areas. The selectee will perform the full range of the following duties:

  • Screens questions or complaints from employees and union inquiries by determining the nature and scope of the problem.
  • Resolves issues that can be satisfied by an explanation of personnel policies.
  • Controls and responds to incoming and outgoing correspondence determining priority, establishing suspense dates as required.
  • Provides technical guidance, information, and assistance for a variety of Employee Relations programs such as disciplinary actions, grievances, appeals, complaints, and drug testing.
  • Evaluates sensitive personnel issues and counsels employees on the requirements and repercussions of viable options.
  • Assembles evidence files and obtains information from relevant sources necessary for the HR Specialist to determine appropriate guidance/advice to management.
  • Interprets data to determine facts surrounding required actions, determines relevant guidance and procedures, prepares reports and recommends appropriate corrective actions commensurate with assignment.
  • Refers significant problems with potential for formal grievances, appeals and/or other third-party complaints to the appropriate HR Specialist.
  • Maintains and updates a variety of computerized databases, maintains statistical data necessary to comply with the reporting requirements of the Network/VACO, records and gathers data and prepares reports.
Promotion Potential: The selectee may be promoted to the next level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The full performance level of this position is a GS-7.
Work Schedule: Monday - Friday, Tour of Duty Catering to Pacific Cost Time-Zone (Preference of tour should be discussed with supervisor)

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/17/2023.
Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-05 position, you must have served 52 weeks at the GS-04.
For a GS-06 position, you must have served 52 weeks at the GS-05.
For a GS-07 position, you must have served 52 weeks at the GS-06.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Grade Requirement (GS-05)
You may qualify based on your experience and/or education as described below:
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2 years of high school.
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years of education beyond high school. OR,
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: accomplishing routine support tasks within the HR office; maintaining files and/r employee records, position descriptions, training records, or other HR items; and using a personal computer, terminal, and office software programs to enter data, complete forms, and correct errors and omissions in HR documents, files, and records; OR,
Grade Requirement (GS-06)
You may qualify based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing technical advice of personnel action understanding and following HR methods, regulations, or principles; developing, utilizing, and maintaining efficient tracking systems; communicating verbally and in writing with a people from a variety of backgrounds and levels.
Grade Requirement (GS-07)
You may qualify based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying knowledge of laws, regulations, Executive Orders, agency HR policies and procedures, court decisions and issues as they pertain to the assigned areas of responsibility. Applying, legal research methods, information- gathering techniques, and analytical skill sufficient to locate, interpret, and analyze for applicability and appropriateness. Communicating ideas clearly both orally and in writing to effectively present findings and advisory opinions. Collecting, analyzing, and organizing technical data; communicating verbally and in writing with people from a variety of backgrounds and levels; applying analytical and evaluative techniques to the identification, consideration, and resolution of HR issues or problems of a procedural or factual nature..

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements
No special physical exertion is required. The work is primarily performed while sitting, although some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites. Occasional use of automobile and public conveyances may be required.
