Job Description

Description

Major Capital Projects has overall responsibility for the design and construction delivery of the reconstructed Port Authority Bus Terminal (PABT), World Trade Center (WTC) site, the Cross Harbor Freight Program (CHFP), construction management of the core and shell of the new Hudson Tunnels for the Gateway Development Commission and management of World Trade Center Department contracts and other projects assigned to it.
Responsibilities
  • Reporting to the Director, Construction, Major Capital Projects (MCP), this position is a vital member of the department serving as a key business partner managing all aspects of these critical projects, including the complex relationships with both internal and external stakeholders, such as Engineering, TB&T, PATH, GOCOR, Amtrak, New Jersey Transit, FRA, FTA, NYCDOT, NYSDOT, NJDOT, Silverstein Properties, Performing Arts Center, St Nicholas Greek Church, elected officials, consultants, construction managers, contractors, etc. The selected Candidate will also manage all construction for the World Trade Department in stage 4 &5 (construction and closeout) after award of contracts by Engineering.
  • The selected candidate will manage consultant teams, construction managers and contractors performing the Preliminary Engineering, the development of construction documents and bid packages as well as manage day-to-day contractor activities and oversee the schedule(s) and budget(s) in adherence with the contacted scope for all construction projects at the site(s) to ensure that construction is completed within budget and the contracted schedule. This includes coordination with Facility Operations; monitoring construction inspections; investigating construction problems and determining the need for Extra Work; reviewing daily narratives and special inspection reports, and performing contract administration procedures in accordance with PA standards; approval of payments to contractors; the negotiation of Change Orders and the settlement of potential contractor claims.
  • The individual must ensure the development and finalization of all necessary agreements and material with and for the Port Authority partners and stakeholders. This will include legal agreements, construction schedules, budgets, management, oversight and coordination of all construction activities associated with the various programs. The selected candidate is responsible for conducting in-depth analyses of issues; assisting in decision-making through information and briefings; and attending senior level meetings to establish courses of action, including implementation. The person will meet regularly with both stakeholder and MCP staff to ensure resolution of Program related issues. The candidate must have excellent negotiating and communication skills to drive the timely completion of design & construction.

Qualifications:

Candidates must present the following qualifications to be eligible for this position:
  • Bachelor’s Degree in Engineering or Architecture from an accredited college or university and at least 15 years of experience in the field.
  • Minimum of 10 years of progressively more responsible experience in the Architectural, Engineering, Construction or Planning fields, preferably at the mid to senior level.

Desired:

  • Registration as Professional Engineer or Registered Architect in NY & NJ.
  • Demonstrated proficiency in effectively persuading, influencing and negotiating with individuals at various levels of the organization to achieve desired outcomes.
  • Demonstrated experience organizing a demanding workload with the ability to work in a high-pressure environment with multiple tasks due in a tight timeframe.
  • Demonstrated ability to establish comprehensive, detailed plans with specific timeframes, milestones and deliverables necessary to meet or exceed project goals.
  • Proficiency with Contract Manager, Wintrak, Microsoft Office, Autodesk and Adobe Applications.
  • Ability to develop and implement complex strategic plans that achieve major business goals.
  • Excellent interpersonal skills, including demonstrated experience interacting with executive management and construction professionals within and outside the Port Authority.
  • Demonstrated leadership, problem solving and conflict resolution skills.
  • Excellent verbal and written communication skills, and able to produce clear and well-structured memos and presentations.
  • Knowledge of the organization’s structure, policies and procedures.
  • A demonstrated ability to work with a wide variety of skill sets and personalities to move the ball forward.
  • Success and a high comfort-level with facilitating discussions between multiple stakeholders with multiple opinions and experiences.
  • Excellent judgment and ability to grasp complex subject matter and communicate succinctly to technical and non-technical professionals.
