Job Summary


As an Application and Data Support Specialist, you will provide technical application and data development and support services for commercial-off-the-shelf (COTS), custom-built, and software-as-service (SaaS) applications used or stewarded by MnDOT's Bridge Office in the Engineering Services Division (ESD). In this position, you will be responsible for collaborative application and data support in a matrixed environment, and work with IT service owners, process owners, process managers, architects, and IT team leads who provide direction for the connected IT services. This position will work independently and with peers to communicate, coordinate, deliver and/or resolve simple to complex application and data development and/or support service tasks to ensure MnDOT applications are supported per the applications' service level agreement, support model, and to the satisfaction of the MnDOT business partners.

  • This vacancy is being posted at the Information Technology Specialist 3 and Information Technology Specialist 4 levels. Only one (1) vacancy will be filled, and the classification will be determined by the selected candidate’s qualifications.

This position is currently eligible for full-time telework:

  • Candidates located in Minnesota, or a bordering state, do not require additional review.
  • Candidates residing outside of Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) require additional review prior to telework approval upon becoming a finalist.
  • Telework for Minnesota IT Services allows an employee to perform work from a remote telework location and an employee may be required to be in the office based on business needs and other dependencies.

Qualifications

Minimum Qualifications

Candidates must clearly demonstrate all of the following qualifications in their resume:

Information Technology Specialist 3

This position requires a minimum of three (3) years of experience in performing technical application support functions.

Information Technology Specialist 4

This position requires a minimum of four (4) years of experience in performing technical application support functions.

Experience must include the following:

  • Experience designing, developing, and maintaining simple to complex tabular or spatial data SQL queries used in applications, reports, extracts, integration´s, or ETL processes.
  • Data development in Oracle, MySQL, or SQL Server environments.
  • Technical support, configuration, and troubleshooting of commercial-off-the-shelf (COTS), custom-build, middleware client or SaaS applications working with and across multiple IT services (application, database, infrastructure, service desk ).
  • Development experience in transforming datasets using languages such as Python, C#, .NET, or Java
  • Development of applications or data products using one or more of the following technologies: PL-SQL, Data Integration´s, Database performance tuning, API's using REST/Restful Services.
  • A Master's degree in Information Technology or a related field substitutes for three years of experience, OR related Bachelor’s degree substitutes for two years of experience, OR related Associate’s substitutes for one year.

Preferred Qualifications

Information Technology Specialist 3

  • Experience supporting transportation-related applications/systems, particularly related to Bridges, culverts, or other related topics and data sets.
  • Experience in design or architecture of databases.
  • Experience promoting an equitable, positive, and respectful work environment that values culture and diversity among all employees.
  • Experience developing solutions in Azure environments.
  • Ability to perform problem identifications and requirements definition, needs assessment and business analysis.
  • Experience developing solutions using Power Platform technologies such as Power Apps, Power Automate and Power BI.
  • Ability to effectively work directly with customers to identify, define, validate, and prioritize user needs and requirements.

Information Technology Specialist 4

  • Strong ability to communicate in an effective and tactful way. Able to translate technical information into plain language and vice versa.
  • Strong ability to work with all levels of the organization, diverse audiences and perspectives, including business and technical stakeholders.
  • Strong skills in time management (independent and team), including the ability to understand problems before delivering a solution in a complex environment.
  • Strong ability to effectively research new technologies.
  • Advanced technical capabilities and skills necessary to deliver complex technical solutions that meet business needs and follow MNIT standards.
  • All preferred qualifications above for Information Technolgoy Specialist 3.
  • Strong ability to effectively provide technical end-to-end application and data support services in a large and complex technology environment.
