Qualifications
MINIMUM QUALIFICATIONS: Graduation from an accredited college or university with a bachelor’s degree in human resources management, Business Administration, or a directly related field, plus two years of professional personnel experience, or an equivalent combination of education, training, and experience.
NOTE: The candidate selected for hire must pass an airport background check and a Security Threat Assessment (STA)
SELECTION REQUIREMENTS : This position requires applicants to complete an interview. The interviewed Bidders who possess the qualifications best suited to fulfill the responsibilities of the position will be selected by SENIORITY order and according to the CBA rules. The interviewed NON-Bidders who possess the qualifications best suited to fulfill the responsibilities of the position will be selected.

Duties
- Interprets and explains personnel policies and procedures to Managers, Supervisors, and CDA employees as needed.
- Performs other duties as assigned.
- May process/monitor or assist to process and/or monitor the unit’s expenditures and maintain related budgetary records as needed (e.g., reimbursements, mileage, jury duty, purchase of supplies, uniforms, safety shoes etc.).
- May assist in the preparation of CDA’s operating budget.
- Works with Managers to coordinate the interviewing, hiring, and processing to fill jobs vacancies, and onboard.
- Prepares new employee personnel files and maintains/updates employee files, hiring folders, leave folders, Workers’ compensation/Duty disability files.
- Requests personnel files from sister City Departments for employees who already work for the City of Chicago and are transferring to CDA, reciprocates when CDA employees transfer to other City of Chicago Departments.
- May oversee or assist in the maintenance of timekeeping records and the preparation and processing of payrolls.
- Coordinates work efforts with the Department of Human Resources (DHR) on matters relating to classification, recruitment, testing, employee selection, hiring procedures, and other areas of personnel administration.
- Completes verifications of employment for employees.
- May prepare or assist in preparing reports regarding overtime costs, staffing, and personnel activities or changes for management review.
- May oversee or assist to oversee special programs or projects (e.g., Student Intern Program)
- Keeps abreast of changes in City/departmental policies related to timekeeping, budget, human resources, payroll, and other matters within their authority.
- Coordinates the hiring process as assigned for job openings with CDA and processes personnel actions, including preparing personnel forms to initiate personnel actions needed to fill job vacancies (e.g., Pre-Intake, Intake, candidate assessment forms, interview/testing notifications, invitations to interview/test, conditional job offers, non-selected letters, notifications to unions as required by some CBA’s, CHIPPS actions to hire/appoint, promote, separate, process leaves of absence, injury reports, OSHA logs, medical and drug screenings, indebtedness, finger printing, ID badging, and other personnel transactions, including the keeping and maintaining of their respective records and files)
- Acts as a CDA personnel administrator, administering personnel programs and may supervise staff carrying out personnel activities, personnel processing, and records maintenance.
- Provides information and responds to employee inquiries regarding benefits, pay, and personnel programs and policies.
- Acts as liaison with other City departments regarding the processing of personnel and payroll actions and the administration of personnel programs.
- Provides new employee/benefits orientation and may coordinate training and staff development activities for CDA personnel.

- Previous work experience administering employee benefits programs, personnel policies, hiring procedures, and maintaining confidential records.
- Previous work experience performing salary administration, and processing of hiring and personnel forms.
