Job Description
Position Information

This position is located within the Finance Division at the Cobb County Department of Transportation Headquarters. The purpose of this classification is to supervise the day-to-day operations and staff involved in financial accounting and reporting.
Additional qualifications:

  • Possess the ability to read, analyze and interpret common scientific and technical information such as financial reports and legal documents.
  • Possess well-developed communication skill and the ability to respond to inquiries or complaints from customers, regulatory agencies, or management.
  • Possess judgment and decision-making qualities for situations that go beyond clear, concise guidelines and the ability to solve practical problems and deal with a variety of concrete variables.

The Cobb County Department of Transportation (DOT) develops, manages, and operates Cobb County's transportation system. This system includes a vast network of roadways, sidewalks, and trails; a transit system that provides public transportation; and an airport that serves business and recreational flying needs.

The activities and functions of Cobb DOT can be divided into six primary service areas:

  • Comprehensive transportation planning
  • Aviation services (Cobb County International Airport)
  • Project services
  • Transit services (CobbLinc)
  • Road maintenance
  • Traffic operations

Cobb DOT also assists with the implementation of several programs that are funded by participants within established districts, including the Street Light District Program, Pedestrian Lighting District Program, and Sidewalk District Program.

Essential Functions

Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.
Supervises and participates in preparation of Comprehensive Annual Financial Report (CAFR) and related required reports; serves as liaison between external auditors and County departments; coordinates and schedules the annual audit for all departments; submits confirmation notices; and researches and resolves problems.
Supervises accounting operations: ensures adherence to established policies and procedures; ensures all accounting activities comply with local, state and federal regulations and requirements; and maintains, monitors and communicates policies, procedures and standards for the division to identify and correct inefficiencies, deficiencies and problems.
Reviews accounting activities: ensures all transactions, data entry, document processing and related activities comply with applicable local, state, and federal regulations and with accepted accounting principles; verifies the accuracy of all transactions and data; identifies discrepancies; and initiates and/or implements corrective actions to resolve discrepancies and correct errors.
Reviews and implements internal controls to reduce potential of errors; tests audit trails to identify potential errors; reviews policies and procedures to ensure compliance with generally accepted accounting principles.
Reconciles and reviews reconciliation of multiple bank accounts and budgets; monitors cash flows; identifies discrepancies and needed corrective actions; prepares journal entries and related documentation; enters changes into accounting system; and performs and supervises month-end and year-end processes.
Assists with complex accounting issues: provides information regarding and solutions to issues such as escrow payments, retainage payable analysis, inter-fund accounting solutions, bond covenants, restricted versus non-restricted cash analysis, reports for bond ratings agencies, etc.
Performs other related duties as assigned.
Minimum Qualifications
Bachelor's Degree in Finance, Accounting, or related field required; supplemented by three years of professional level experience in area of assignment; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Physical Abilities

Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.
Sensory Requirements
Some tasks require the ability to communicate orally.
Environmental Factors
Essential functions are regularly performed without exposure to adverse environmental conditions.
