Job Description

The United Nations Joint Staff Pension Fund-Pension Administration (UNJSPF-PA) comprises about 250 staff from diverse countries and cultures, based across four prominent duty stations (New York, Geneva, Bangkok, and Nairobi). This position is based in New York and is located in the Cashier's Unit, Financial Services Section of the United Nations Joint Staff Pension Fund. The General Assembly approved the creation of a new Treasury Assistant position at the G-6 level to assist the Treasurer to ensure the smooth functioning of the alternative payment channels for timely remittances to beneficiaries and to support the Cashier and Deputy Cashier in monitoring cash receipts and contributions from member organizations. The incumbent will report to the Treasurer, P-4.
The Cashier's Unit is responsible for directing and controlling the treasury activities of the Fund as well as managing the cash flow operations of the Secretariat, including the purchase and sale of currencies and the funding of bank accounts prior to payment schedules. The Unit also recommends and coordinates the implementation of periodic and non-recurrent payment systems for worldwide application, including the selection of banks, value dates, manual and electronic payment system. In addition, the Unit is responsible for establishing methods to interface the electronic payment systems into the existing infrastructure of the Pension Fund.

Responsibilities
Within delegated authority, the Treasury Assistant will be responsible for the following duties:
  • Assist Pension and Entitlement Section in payment instructions formatting with regard to banking details
  • Draft or prepare correspondence to respond to enquiries with respect to relevant financial matters
  • Assist the Cashier in the daily operation of the Cashier’s Section responsible for the transmittal of payments worldwide
  • Prepare stop payment requests for cheque and wire payments for the approval of the Cashier
  • Download daily balance and transaction information for all operational bank accounts and prepare summary cash position
  • Prepare monthly and weekly cash forecasts
  • Perform monthly bank charges analysis for all operational bank accounts
  • Support the Cashier and the Deputy Cashier in monitoring cash receipts and contributions from member organizations
  • Void payments and record cancellations in the operating system of the Fund
  • Investigate beneficiaries’ claims of non-receipt of payments, delays in payments and bank charges
  • Perform other duties as may be required
  • Provide guidance to and supervision of G-4 and G-5 staff
  • Assist with the processing and mailing of monthly payroll cheques to various pouch destinations
  • Prepare various periodic reports pertaining to contributions, disbursements, funds transfer and cashflow
  • Advise concerned units when bank correspondent relationships are modified due to bank mergers, acquisitions, or any other reason
  • Address inquiries from the bank with respect to recall of funds, unapplied payments, provisional credits and notification of changes in payment routing
  • Follow up with banks for resolution of the cases

Education

High school diploma or equivalent is required.

Work Experience

A minimum of seven years of progressively responsible experience in accounting, finance, or a related area is required.
Full proficiency in Word, Excel, MS Access, and Integrated Pension Accounting System, especially in the area of payment reference, is required.
Proficiency in using bank directory data to formulate payment routines, such as TGBR, is required.
Experience in reading and creating SWIFT messages and understanding banking terminology is required.
Knowledge of SCB Straight2Bank, JPM Chase Access payment systems and JPM Chase e_Serve services is desirable.
A minimum of one year of experience in data analytics or a related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official language of the United Nations is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

Special Notice

The United Nations Joint Staff Pension Fund (UNJSPF) is an independent inter-agency body established by the United Nations General Assembly. The applicable human resources procedures are governed by a Memorandum of Understanding (MoU) between the Fund and the United Nations Secretariat.
Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country.
