General Summary of Position
The Senior Vice President & Chief Operation Officer ("SVP & COO") is responsible for the development and leadership of a comprehensive, consolidated health services organization which will provide the highest quality of care on a local and regional basis. This position is responsible for providing leadership, direction, support and assistance to the hospital's operations divisions to optimize operational effectiveness and strategic position and provide for the long-term financial stability of the organization and compliance with all regulatory requirements.
Primary Duties and Responsibilities
- Develops relationships on a local, state, regional and national level with government health officials, planning agencies, corporate leaders and community groups and organizations.
- Oversees strategy and execution of all design and construction projects at the hospital.
- Assumes responsibility for organization in absence of President.
- Establishes a clear set of management accountabilities, develops systems of reporting to monitor performance Develops a strong management team, with a focus on ongoing professional development.
- Maintains a strong system of communication for the various constituency groups and the public.
- Ensures that internal controls are in place to adequately protect human, physical, and financial and information resources.
- Oversees process to develop, deploy and track the organization's annual operating plan and any relevant strategic plans, reports process to the President, MWHC Board of Directors (as required) and other MedStar Health regional and system leaders.
- In collaboration with the SVP/Chief Medical Officer and MedStar Medical Group leadership, provides executive oversight of all business operations of all clinical departments at MWHC.
- Develops a workplace culture that will recognize the value of our associates and position the hospital as one of the region's leading employers.
- Establishes and maintains effective operations including the achievement of measurable quality-based performance outcomes while maximizing the effective use of physical and financial resources.
- Provides leadership, direction, and strategic vision to management, clinical and administrative staff to insure clear lines of responsibility and accountability within departments and between departments and administration.
- Develops an effective working relationship with key officers of the Medical Staff, Clinical Service Directors and Staff Physicians throughout the hospital.
- Monitors and complies with all financial requirements of MedStar Washington Hospital Center, including annual performance aligned with the strategy and targeted work culture.
- Administrates the managerial function of setting objectives, planning, staffing, and directing activities of the departments in Professional Services, Support Services, and operational service lines as identified.
Minimum Qualifications
Education
- Master's degree of Business Administration or Healthcare Administration required
Experience
- 10+ years In a healthcare environment particularly a hospital setting demonstrating progressive increases in responsibility and scope. required
- Broad knowledge of supporting business and medical systems, of managed care and of the future trends in health care on a national basis is required. required
- In depth knowledge of health system finances, operations particularly as it pertains to expense reduction. required
- Experience in a highly matrixed organization. required
Knowledge, Skills, and Abilities
- Strong physician relations skills in order to obtain buy-in before making key decisions.
- Good team builder, motivator, delegater and educator.
- Strong communication, facilitation, presentation and negotiation skills.
- Ability to analyze, assess and articulate effective decisions; demonstrates support for and models teamwork as both leader and member.
- Familiarity with legal, regulatory, administrative and governance issues is essential.
- Academic exposure in a teaching (non-university) inner city environment with complex case mix a plus.
- Developer of streamlined and efficient policies, procedures and processes.
