Senior GIS Technician

OUC - The Reliable One, an industry leader and the second largest municipal utility in Florida committed to serving the community and the environment, is presently seeking a Senior GIS Technician to join the GIS Technical Services division.

We are looking for a detail oriented and organized professional to maintain and update maps for some or all of OUC's water distribution, electric distribution, substation and transmission maps to reflect the most current information for construction and maintenance crews, operations personnel, and other internal and external parties.

In this role, you will be responsible ensure databases contain the most accurate information for efficient planning of future system upgrades and improvements.

The ideal candidate will have:

  • High School Diploma or GED
  • Able to maintain quality assurance and quality control
  • Utility experience (preferred)
  • Minimum of three (3) years of experience in Geographical Information System (GIS) role

Salary Range: $31.60 - $39.50 per hour ($65,742.56 - $82,178.72 annually)

Job Purpose:

Maintain and update maps for some or all of OUC’s water distribution, electric distribution, substation and transmission maps to reflect the most current information for construction and maintenance crews, operations personnel, and other internal and external parties. Ensure databases contain the most accurate information for efficient planning of future system upgrades and improvements.

Primary Functions:

  • Model and map spatial data using Geographical Information Technology (GIS); use OUC infrastructure to create maps which assist in capital planning, work planning and asset management;
  • Establish design plan permits using AutoCAD programs;
  • Maintain quality assurance and quality control of distribution as-built; update feeder and circuit (OMS) changes;
  • Create, maintain and update databases of GIS data, maps and OUC distribution system drawings;
  • Review and edit detailed drawings, plans and maps through AutoCAD;
  • Coordinate the exchange of data with internal and external customers;
  • Provide reliable service, accurate information and necessary resources in the performance of job duties; answer questions of peers, OUC staff and field personnel, supervisory staff, and external stakeholders;
  • Export, archive and import GPS location points from field personnel into GIS;
  • Conduct field investigations to locate and verify various structures within the OUC service area;
  • Assist other GIS Technicians by performing quality control checks on new GIS data; provide training and support for lesser-experienced personnel;
  • Perform other duties as assigned.

Technical Requirements:

  • Working knowledge of, but not limited to the following:
  • Electric circuits and other forms of electrical maps concerning OUC infrastructure;
  • Drawing Standards, Documentation and Safety Procedures;
  • Maintenance and Operational manuals;
  • Related industry, organizational and departmental policies, practices, and procedures; legal guidelines, ordinances, and laws;
  • Diagrams for Electrical and Control;
  • Software Applications (i.e. AutoCad Blue Cielo Meridian (drawing Database), Footprints, ePets);
  • Equipment and Operational Practices for Coal Fire Power Plant and Gas Combustion Turbine Units;
  • Engineering Drawings for Mechanical, Structural and Civil;
  • Create and design Electric Utility Permits for Distribution and Street Lights;
  • Piping and Instrument Diagram’s Maps;
  • Ability to make arithmetic computations using whole numbers, fractions and decimals; compute rates, ratios and percentages;
  • Ability to understand and apply governmental accounting practices in maintenance of financial records;
  • Ability use Microsoft Office Suite (Word, Outlook, Excel, etc.) and use standard office equipment (computer, telephone, copier, etc.).

Education/ Certification/ Years of Experience Requirements:

  • Preferred coursework to include:
  • High School Diploma or GED
  • Academic, Drafting and Design
  • Mechanical and Architectural Drafting (AutoCad 1 and 2)
  • Industrial Drafting & Design/Piping & Mechanical Design
  • Minimum of three (3) years of experience in Geographical Information System (GIS) role
  • Special Training required to be completed within one (1) year of hire, to include:
  • Defensive Driving
  • Autodesk Vault (Drawing data base)
  • Florida Coordinating Committee
  • ArcMap
  • MOT Certified Courses
  • Substation Entry Protocol
  • Confined Space Entry
  • Transmission High Line Entry Protocol
  • Safety

Working Conditions:

This job requires frequent exposure to hazards where lost-time accidents are definitely possible. This job requires very frequently working in outdoor weather conditions and risk of electric shock. This job may involve occasional wet, humid conditions and working in high, precarious places. This job may involve working with insects, moving mechanical parts, and vibration.

Physical Requirements:

This job requires constant driving of a company vehicle. This job requires very frequent typing, reading, and detailed inspection. This job requires frequent writing, standing, and walking. This job may require occasional sitting, bending/ stooping, and lifting up to fifty (50) lbs.; additionally, this job may require occasional kneeling, climbing, and repetitive motions. This job may rarely require running and reaching over head.
