Job Description
General Description of Duties

Under supervision, the purpose of the position is to create and organize spatial and tabular data through geographic information systems (GIS) technologies. Employee functions at entry professional level to perform work technical in nature, and is responsible for updating and maintaining moderately complex database information using current technologies. Work includes customer service functions to provide GIS data and information to both internal and external customers. Position monitors GIS data, updates databases and maps, and transfers data from non-digital sources to a geographically based format.

Essential Job Functions

The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification.   • Performs GIS functions such as topological overlays; prepares set-up for digitizing and mapping productions; prepares and updates various system files; enters data on appropriate layers by deleting and transferring obsolete information.
  • Creates custom visual representations of GIS database information to assist end users in optimization of their duties; converts data for end users into common formats as required, e.g., pdf, rich text, spreadsheet.
  • Draws and computes dimensions according to the assigned functional area, e.g., public works, property management, utilities, real property (land).
  • Prepares drawings from field notes; reduces survey notes; plots and checks center lines and cross-sections; uses computer technologies to make engineering calculations and technical computations of distances, ties, angles, areas, traverses, and closures.
  • Completes final clean-up and accuracy checks on digitized maps; performs quality assurance and quality control on final GIS products.
  • Performs intermediate GIS technical functions; generates and assembles computer maps for specific purposes in response to requests from both internal and external customers.
  • Attends meetings and training workshops to maintain current knowledge of trends and developments in the field.
  • Performs duties as assigned/necessary which are related, or logical in assignment to the position.
  • Implements technical methodologies for creation and use of spatial and tabular data. Prepares and interprets source documents and spatial data for digital conversion.
  • Organizes, creates, manipulates, enters and retrieves GIS data for reporting, analysis and presentation purposes.
  • Provides technical assistance and oversight to various County staff in the use and management of the department's GIS systems and data.
  • Maintains system proficiency with the use and capabilities of the selected GIS software as the system capacity expands.

Minimum Qualifications

Education: Bachelor's degree in systems, or Geographic Information Systems (GIS), Geography, or a related field.

Experience:
Minimum of five (5) years of experience as a GIS Technician I or equivalent experience; or an equivalent combination of education, certification, training and/or experience.

Miscellaneous:
Must possess and maintain a valid Florida Driver's License.

Knowledge, Skills and Abilities

  • Knowledge of higher math and the practical application of such to land survey and cartographic practices, e.g., basic algebra, planer geometry.
  • Ability to establish and maintain effective working relationships and communications with project consultants, private contractors, County employees, and the general public.
  • Knowledge of GIS concepts of presentation graphics; knowledge of digitizing techniques; knowledge of standard cartographic survey procedures; knowledge of general construction specifications and blueprints.
  • Knowledge of the principles, practices and methods of GIS database development, management and maintenance.
  • Skill in researching, compiling, and summarizing statistical data and information materials.
  • Knowledge of CADD production techniques, and information management techniques as it relates to GIS technologies.
  • Skill in the conversion of spatial data into digitized formats utilizing current GIS technologies; skill in the manipulation and management of relational and non-relational database(s).
  • Ability to organize work, establish priorities, meet established deadlines, and follow up on assignments with a minimum of direction.
  • Ability to effectively communicate both orally and in writing.
  • Ability to interpret land record data, legal descriptions, ground and underground infrastructure data, aerial imagery and related GIS renderings.
  • Knowledge of pertinent federal, state and local rules, regulations, ordinances, and other regulatory standards applicable to the work.

  • 20 pounds maximum lifting.
  • If mostly sitting is involved will require push/pull on arm or leg controls.
  • If less lifting involved will require significant walking/standing may be required.
  • Good eyesight for production or safety of self and others.
  • Required to have clear vision at distances of 20 inches or less.
  • Expressing or exchanging ideas by spoken word or perceiving sound by ear.
  • Frequent (up to 2/3 of the work time) lifting, carrying up to 10 lbs.
  • Physical agility is required in kneeling, bending, stooping, and reaching.
