The Process, Documentation and Learning team within R&D Quality and Medical Governance is seeking a seasoned leader to activate Quality Learning and Development within Quality and Medical Governance as well as across the broader Regulatory-Safety-Quality (RSQ) function. In this role you will evolve the R&D GxP training program, delivering QMS and controlled documentation training aligned with role-based curricula and level of risk exposure. You are responsible for the strategy, plan and be responsible for the execution of an RSQ-wide Learning and Development program. Focus areas include technical knowledge, soft-skills, leadership, management, as well as other focus areas. The learning and development function is built on top of the existing R&D GxP training program, which focuses on mandatory requirements for staff. For Learning and Development, the objectives are squarely focused on the learner, which requires an understanding of staff needs and a phased approached to learning and development.


The ideal candidate will bring compliance-focused solutions along with creative approaches and a strategic mindset with clear ability to problem-solve, engage, and adapt to customer needs and work with / influence various stakeholders to design, build, deploy and continuously improve an effective learning and development strategy. The candidate should have a proven record of leveraging design thinking to deliver learning in modalities that are engaging, easy to consume, relevant, impactful and measurable.


Example Responsibilities


Strategy


  • Define functionality for an optimal learning management system, and determine if an existing system can be leveraged or a new system is required
  • Develop risk vs complexity framework to identify Training and Learning needs
  • Define measurable outcomes for a successful learning and development program with clear alignment to staff retention and return on investment
  • Advise customers on applicable learning and development models, partnering with functional areas and affiliates to ensure learning needs are met
  • Continue to drive targeted role-based R&D GxP training deliverables and program management (e.g., bundling opportunities, high-risk training and understanding)
  • Prioritize year-over-year focus areas for learning and development and develop a strategic roadmap and own program creation and delivery in alignment with Corporate, Development and Quality strategic priorities
  • Advise functional teams / customers on most appropriate training options based on risk / complexity framework
  • Define user groups, and consult with Development functions to identify and prioritize Organizational Development gaps and determine learning needs


Implementation


  • Drive and monitor learning program /initiative completion inclusive of identification and mitigation / resolution of issues and risks
  • Drive design and development of R&D Quality Training Programs to convey GxP requirements, QMS understanding and key Quality Policy tenets
  • Provides oversight and responsibility of the Quality Learning and Development program focusing on continuous improvement of the system and staff learning needs
  • Ensures own work complies with established practices, policies, and processes, and any regulatory or other requirements
  • Supports design, development and oversight of new learning management systems or system functionality
  • Track and report on program metrics and routinely assess training compliance and learning program effectiveness
  • Fosters a commitment to quality in individuals and a culture of quality across Gilead R&D and with R&D vendors.
  • Lead planning and implementation of prioritized learning programs / initiatives inclusive of budget definition and management
  • Provides matrix management and leadership to project teams


Staff Management


  • Recruit, manage and provide leadership and guidance to Quality Learning and Development staff/team members

U.S. Education & Experience


  • Demonstrated excellence in written and oral communication
  • Proven ability to delegate in matrix environment, predict issues, anticipate risks and solve problems
  • Strong leadership presence with demonstrated ability to lead without authority and influence programs, projects and/or initiatives.
  • Strong negotiation and conflict resolution skills
  • Experience creating professional development programs in multiple formats
  • Experience with technology systems such as Microsoft Office, HRIS, LMS
  • When needed, ability to travel
  • Experience with vendor management
  • Significant experience working with and establishing strong relationships across R&D functions
  • Applied knowledge of performance measurement (e.g. metrics, dashboards)
  • 5 or more years of professional development and / or management consulting experience
  • Significant experience advising business functions in the biopharma industry on learning and development methodologies and modalities
  • Knowledge of pharmaceutical industry and project management experience in leading cross-functional projects
  • Ability to develop and manage a budget
  • Bachelor of Science or Arts degree, advance degree preferred
  • Demonstrates advanced business knowledge and analytical skills, as evidenced by strengths in assessing complex information, making recommendations with clear tradeoff options and balancing quality and compliance implications
  • Strong EQ soft and interpersonal skills and with proven understanding of team dynamics
  • Experience working with one or more Gilead therapeutic areas and varying stages of drug development is preferred
  • Ability to recognize and make hard decisions that directly impact staff


The salary range for this position is: $230,860.00 - $298,760.00. Gilead considers a variety of factors when determining base compensation, including experience, qualifications, and geographic location. These considerations mean actual compensation will vary. This position may also be eligible for a discretionary annual bonus, discretionary stock-based long-term incentives (eligibility may vary based on role), paid time off, and a benefits package. Benefits include company-sponsored medical, dental, vision, and life insurance plans*.
