This is a Senior Level (SL) position is located in the Department of Health and Human Services (HHS), Centers for Disease Control and Prevention (CDC), Office of the Director (OD), Office of the Chief Operating Officer (OCOO), Office of Financial Resources (OFR), Office of Appropriations (OA), Atlanta, Georgia or Washington, D.C. As Senior Advisor to OFR, you will: serve as senior advisor to the OFR director for budget formulation and congressional appropriations issues. manage the agency's congressional appropriations activities in coordination with HHS, Office of Management and Budget (OMB), Congress, and external stakeholders. develop the agency's budget in accordance with HHS, OMB, and congressional requirements, policies, procedures, and regulations. lead evaluation and analysis activities providing guidance on all appropriations and budget formulation. consult with the CDC director, other CDC's executives, and officials on broad budget policy matters as a technical advisor on sensitive and controversial issues that have significant impact on agency policies and objectives. serve as the agency's legislative authority for all budget formulation and evaluation related to appropriations. provide leadership and advice on matters of budget formulation, public health policy development, budget and performance integration, and congressional appropriations for the agency. represent the agency before HHS, OMB, and Congress relative to budgetary policy, appropriations issues, and requirements. function as the primary liaison with Congress to ensure budget policies, actions, and relationships promote the agency's public health mission. serve as the subject matter expert for all budget reviews and hearings, provide legislation reference services before HHS, OMB, Congress, and the White House Executive Office of the President, and other government agencies. direct all congressional communications regarding financial strategies and progress in accomplishing major budget initiatives. serve on review committees, study groups, and public health task groups in the review and development of public health policies, procedures, and guidelines related to the agency's program activities and public health impact. maintain a continuous exchange of information, in the form of reports, statistics, and commentary in coordination of activities. provide oversight on the development and preparation of strategic and long-term program planning documents for the CDC and OFR directors, and the HHS Secretary for congressional hearings, briefings, and meetings.

Salary for SL positions varies depending on qualifications. The annual salary range is at the top of this announcement. This position might be eligible for performance bonuses and performance-based pay adjustments. To meet the qualification requirements for this position, your resume should emphasize levels of responsibility, scope, and complexity of programs managed, program accomplishments, and results. SPECIALIZED EXPERIENCE: You must have one year of specialized experience at a level related to the work of this position that has provided you the particular knowledge, skills, and abilities (KSA's) required to successfully perform the duties of the position. As a basic requirement for entry into the SL, you must provide evidence of progressively responsible senior experience that is indicative of senior level management capability and directly related to the skills and abilities listed in the assessment questionnaire.
