Duties

Duties and responsibilities for the Registered Nurse Clinical Program Director include, but are not limited to the following:

  • May be required to travel for workshops and/or conferences.
  • Develops and manages collaborative partnerships with physicians and other clinicians.
  • Works collaboratively with clinical instructor to facilitate the orientation of new residents, evaluation of their progress in the orientation process, and for developing and implementing a learning plan for improving identified deficiencies.
  • Works collaboratively with Patient Care/Nursing Service leadership and all Services within the medical center in the development and implementation of educational programs and initiatives directly related to the RNRP.
  • Authority to accept, amend, or reject the work of subordinates.
  • Responsible for coaching staff, deals with employee conduct and performance issues, completes recurring reports and performance evaluations in a timely manner.
  • Assigning work to subordinates based on priorities, selective consideration of the difficulty and the requirements of the assignments, and the capabilities of subordinates.
  • Evaluating the performance of subordinates.
  • Participate in workshop / continuing education programs designed for career advancement as well as function in classroom teaching environments, clinical arenas, and as a group facilitator during training and implementation of changes in nursing related computer applications.
  • Participates on service and medical center committees and task forces to improve nursing practice and patient care.
  • Planning work to be accomplished by subordinates, setting priorities and preparing schedules for completion of work.
  • The incumbent is responsible and accountable for the development, implementation, and evaluation of the RNRP.
  • Works in partnership with the union and adheres to EEO principles.
  • Designated first-line supervisory authority, responsibility, and accountability for the RNRP, ensuring that subordinate participants provide timely reports and remain abreast of current programs.
  • Hearing and resolving complaints of subordinates and referring more serious complaints not resolved to higher level supervisors.
  • Recommending and/or taking disciplinary action where appropriate.
  • Identifies educational needs of participants and ensures that these needs are addressed.
  • Identifying developmental and training needs of subordinates and providing or making provision for such development and training.
  • Making recommendations for appointments, advancements or reassignments of subordinates.
  • Responsible for performance improvement, customer service/patient satisfaction, patient and employee safety, interviewing applicants, employee relations, standards of care and practice, the work environment, and accreditation and regulatory standards.
  • Giving advice, counsel, or instruction to subordinate personnel on work and administrative matters.

Pay: Competitive salary, regular salary increases, potential for performance awards
Paid Time Off: 50 days of paid time off per year (26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)
Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA
Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement)
Licensure: 1 full and unrestricted license from any US State or territory
Work Schedule: Monday- Friday, 7:30am- 4:00pm or 8:00am- 4:30pm. May be required to work other shifts, be on call, work weekends and/or holidays as patient care and needs of the service require. Should operational needs dictate, candidates must be willing to work within other units (including community based outpatient clinics, for example) to assist and support continuation of the provision of care/services.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
  • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
  • English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
  • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Preferred Experience:
  • Actively involved in clinical rotations of nursing trainees.
  • Able to develop clinical learning objectives, clinical rotations, and learning modules.
  • Preferred Master in Nursing
  • At least more than 2 years experience in training nursing residents.
  • Understand and worked with nursing academia programs and clinical affiliations.
  • Previous knowledge of mentoring Quality Initiatives, performance impairment, or EBP projects with residents.

Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
  • Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
  • Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience.
  • Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience.
  • Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
  • Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required.
Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office.
Physical Requirements:
The position requires compliance with VA Handbook and VANTHCS Policy related to physical requirements. Moderate Lifting of 15-44 pounds, Moderate carrying of 15-44 pounds, Pulling hand over hand for 8-12 hours, Pushing for 8-12 hours, Reaching above shoulder, Both hands required, Walking 8-12 hours, Standing 8-12 hours, Kneeling 8 to 12 hours, Repeated bending for 8-12 hours, Climbing and use of both legs and arms, Both legs required, Near vision at 13 to 16" Jaeger 1 to 4, Far vision correctable in one eye to 20/20 and to 20/40 in the other eye, Ability to distinguish basic colors, Lifting over 35 pounds with assistant devices, Simple grasping, Fine manipulation.

The Associate Degree Nursing (ADN), Bachelor of Science degree in Nursing (BSN), or Master of Science degree in Nursing (MSN) must be fully accredited by the Accreditation Commission for Education in Nursing (ACEN) or the Commission On Collegiate Nursing Education (CCNE).     NOTE: Participation in the seasonal influenza program is a condition of employment and a requirement for all Department of Veterans Affairs Health Care Personnel (HCP). It is a requirement that all HCP to receive annual seasonal influenza vaccination or obtain an exemption for medical or religious reasons. Wearing a face mask is required when an exemption to the influenza vaccination has been granted. HCP in violation of this directive may face disciplinary action up to and including removal from federal service. HCP are individuals who, during the influenza season, work in VHA locations or who come into contact with VA patients or other HCP as part of their duties. VHA locations include, but are not limited to, VA hospitals and associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers and VA-leased medical facilities. HCP include all VA licensed and unlicensed, clinical and administrative, remote and onsite, paid and without compensation, full- and part-time employees, intermittent employees, fee basis employees, VA contractors, researchers, volunteers and health professions trainees (HPTs) who are expected to perform any or all of their work at these facilities. HPTs may be paid or unpaid and include residents, interns, fellows and students. HCP also includes VHA personnel providing home-based care to Veterans and drivers and other personnel whose duties put them in contact with patients outside VA medical facilities.
