About the Department:
The Department of General Services, The Division of Facilities Management (DFM) delivers operational and mission critical services 24 hours a day seven days a week on behalf of County residents and Montgomery County Government. DFM manages over 400 County buildings, ensuring they are maintained at the highest level to provide a comfortable environment for employees and the public.
About the Position :
This is supervisory work managing buildings and other facilities for the County, which includes planning for, administering, providing, coordinating, reviewing and in other ways assuring the full range of property management services performed by County employees, contractors or others. The Division of Facilities Management oversees the operation of over 400 leased/owned County facilities covering over 10MM square footage.
This employee will be responsible for supervising/overseeing the planning, administration, coordination, provision and inspection of property management services. Services include building custodial, facility repair/maintenance, facilities preventative maintenance, grounds maintenance, snow removal, refuse disposal, material recycling, pest control, food/vending services and other related services provided through both in-house and contractual service providers.
This position will serve as primary Point of Contact for all customers serviced under its assigned area and/or shift therefore, must possess experience in customer service. This position must able to prioritize work order requests and allocate resources accordingly. As a manager/supervisor of unionized employees, this position has a responsibility for fostering a positive labor relations environment based on mutual trust, respect, and cooperation.
This position is considered Essential and Essential employees are required to respond to Emergency situations. This employee may be placed on stand-by duty during severe weather or other urgent conditions. Employee must have the ability to work standby shifts and respond to after-hours emergency service calls.
WORK IS SOMETIMES CARRIED OUT AFTER NORMAL WORKING HOURS AND ON WEEKENDS. EMPLOYEE MUST BE AVAILABLE TO WORK ALL HOURS.

Montgomery County Ethics Law : Except as provided by law or regulation, the County's "Public Employees" (which does not include employees of the Sheriff's office) are subject to the County's ethics law including the requirements to obtain advanced approval of any outside employment and the prohibitions on certain outside employment. Minimum QualificationsExperience: Three (3) years of experience in providing a wide range of property management services for a large facility or group of facilities.
Education: Graduation from an accredited college or university with a Bachelor's Degree.
Equivalency: An equivalent combination of education and experience may be substituted.
License: Possession of a valid motor vehicle operator's license.
Preferred Criteria
There is no Preferred Criteria. All applicants will be reviewed by OHR for minimum qualifications. Those applicants who meet minimum qualifications will be rated Qualified, placed on the Eligible List, and may be considered for an interview.
Preference for interviews will be given to applicants with experience in the following:
- Experience preparing, maintaining and analyzing contract requirements and managing the accounts payable aspects of assigned contractors.
- Experience reviewing and evaluating complaints regarding property management and maintenance services in various types of facilities; including experience in determining and initiating appropriate corrective action in coordination with various governmental and/or commercial agencies
- Experience supervising in-house and contractual maintenance trades people and custodial staff including, HVAC Technicians, Plumbers, Electricians, Public Service Craftsworkers and Building Service Workers.
- Experience in planning and implementing major renovation and remodeling projects such as elevator and infrastructure upgrades.
- Certification as FMP-Facility Management Professional or CFM-Certified Facility Manager
- Experience using a work order management system, creating, assigning and closing orders.
