The Iowa Department of Public Health (IDPH) and Department of Human Services (DHS) merged on July 1, 2022, to form one agency, the Iowa Department of Health and Human Services (HHS). We are seeking a Project Director (Executive Officer 2).

The Division of Behavioral Health is looking for a knowledgeable, dynamic, professional to serve as the Project Director for Suicide Prevention work in Iowa.

Duties

The duties that are assigned, but not limited to are as follows

This position is the Project Director and responsible for administrative oversight of all aspects of the Youth Suicide Prevention project and the Zero Suicide grants. This position will be instrumental in provider recruitment and planning, budget oversight, service development and delivery, training and implementation, quality improvement, policy development, and operations.

• Prepares all required reports and submits to SAMHSA, includes GPO on calls as required.
• Maintains ongoing collaboration with the SAMHSA Evaluation contractor, Suicide Prevention.
• Responsible for ongoing planning, dissemination, executing, and reporting.
• Ensure training plan is implemented in all participating agencies,
• Develop and maintain processes to organize grant-monitoring activities; track grant requirements and maintain process to communicate non-compliance with sub-recipients.
• Direct project design and implementation strategies.
• Lead Iowa Suicide Prevention Planning Group.
• Will be the lead for suicide prevention grant.
• Represents IDPH with the Iowa Legislature on Suicide issues and serve as point of contact for Department on suicide-related media requests.
• Continually assess and refine system gaps.
• Ensure coordination and management of all project duties.
• Develops and works closely with Evaluator and SAMHSA National Evaluation Team to develop a system for the collection of data and dissemination of results.
• Develop a strong technical assistance and training system for the state.
• Collaboration with local, state and federal partners.
• Resource Center and the National Suicide Prevention Lifeline.
• Implement and update Iowa Suicide Prevention Plan.

6 months’ experience, 12 semester hours, or a combination of both related to improving, maintaining, and protecting the general condition of health within society, either on a personal, institutional, organizational, or community basis. Experience may be gained from direct provision of health care or from other ancillary programs and support mechanisms such as government public health departments.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

• Current, continuous experience in the state executive branch that includes twelve months of full-time work as an Executive Officer 1 or comparable specific management-level position.
• A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
• Graduation from an accredited four-year college or university with a degree in any field, and experience equal to four years of full-time professional-level work in program administration, program development, program operations , or management.
• A total of eight years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.
• Two years of full-time professional-level work experience in program administration, program development, program operations , or management; and
• A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
