IPF Program Officer
Innovative Peace Fund Program Officer-Temporary
ICAN seeks a Program Officer to offer grant management and partner support to the Innovative Peace Fund (IPF) program and the IPF Program Director.
The Innovative Peace Fund is a multi-donor mechanism that provides timely small- and medium-sized grants to support women-led organizations preventing and countering violent extremism, and promoting peace, resilience, equal rights, and pluralism (PREP). To date, the IPF has channeled more than 7 million USD to women led peacebuilding organizations across 19 countries globally.
The selected candidate will be responsible for assisting with the actual granting process, as well as with optimizing the impact of IPF-funded projects in their respective communities. This is done by providing strategic guidance and technical support to each partner organization. The Program Officer will also assist with other areas of ICAN’s innovative work, providing cross-cutting support at multiple levels.
Primary responsibilities may include but aren’t limited to any of the following:
- Draft program grant summaries to summarize mission and impact of each project;
- Support in the development and implementation of ICAN-wide theory of change and M&E.
- Provide capacity building to grantees on project management and implementation (i.e., proposal development, M&E, budgeting, reporting, gender-responsive programming);
- Work with program staff to ensure the IPF program is well-documented and developed in accordance with ICAN’s mission and stated commitments;
- Offer strategic guidance and technical assistance to grantees as needed;
- Draft and issue contracts, facilitate payments to grantees, and ensure that all grants are dispersed;
- Coordinate all stages of grantmaking, including conducting due diligence, completing risk assessments, developing and approving proposals and budgets, and tracking grants;
- Conduct and/ or support other ICAN staff in conducting site visits of partners to learn from their experience and to provide capacity building support;
- Work with the IPF Program Director and other program staff to administer grantmaking systems on ICAN Intranet (i.e. maintaining grantee’s records, notes, tracking tools, grant summaries, etc);
- Work with ICAN’s communications team in developing and sharing information about the IPF granting model and the work of grantees, including Innovative Peace Stories (IPS), and drafting IPF-related communications material;
- Contribute to the efforts of all IPF program staff in implementing the ICAN grantmaking strategy and achieving its goals, e.g., by attending and actively participating in IPF staff meetings; and
- Review and approve grantee narrative and financial reports to ensure compliance with contractual obligations and program requirements, to verify the project was implemented in accordance with the approved proposal/budget and partner is capturing impact, and to assist grantee in assessing their impact;
- Communicate with grantees to ensure they have a solid understanding of the contractual obligations, program and financial requirements, and to monitor their performance and address challenges and/or changes to their projects;
- Review narrative proposals and budgets and provide technical assistance to grantees, including feedback on logic models and performance measurements frameworks;
- Support grantees in documenting and recording impact of their work, for grantee and ICAN reporting needs;
Desired Qualifications:
- Strong written and verbal skills with experience in report writing;
- Must be self-motivated, disciplined and flexible to suit a dynamic and non-traditional working environment;
- Ability to manage communications tactfully and professionally with high attention to detail and accuracy;
- Strong understanding of the role of philanthropy in supporting local groups to realize social change;
- Graduate degree and two to three years of professional experience in conflict resolution, peace studies, international relations, or other relevant field;
- Ability to thrive in a fast-paced environment managing competing priorities and reprioritizing tasks as needed;
- Previous experience with WordPress, Office 360, and social media platforms; and
- Strong project management skills including ability to design work plans, manage multiple task and deadlines, and coordinate with multiple stakeholders while maintaining a firm grasp on individual project details;
- Passionate about ICAN’s mission, committed to teamwork, and achieving results;
- Experience with grantmaking processes, including proposal development, reviewing budgets and working on M&E frameworks;
- Knowledge of gender, Women, Peace and Security (WPS), and international relations;
- Strong inter-personal skills and respect for people with other cultures and backgrounds;
- Must be willing to travel abroad.
This is a 6-month temporary position, subject to extension based on funding availability and satisfactory performance during the initial period.
Base salary- $60,000
Salary is based on location and may vary depending on the cost of living and other factors in the area.
