Job Description
Job Summary:


The National Institute for Work and Learning (NIWL) is housed within FHI 360’s US Business Unit and is improving lives in lasting ways. NIWL seeks to advance work and learning outcomes for communities, workforce systems, and individuals. NIWL builds bridges between work and learning by promoting shared goals and common understanding and expanding research-based strategies. NIWL’s portfolio includes projects in justice and reentry services, workforce development, college and career readiness, education, and research and evaluation areas.


The Program Officer I will work collaboratively with the Project Director(s), and other NIWL staff on workforce initiatives and promising practices for people impacted by the justice system. This position will provide administrative support and assistance to the project team and the Director of the National Institute for Work and Learning. Administrative duties include: scheduling meetings with internal and external partners to support relationship building, preparing presentations, recording and maintaining meeting notes, file management, lending administrative talents to business development, logistics coordination for project meetings, annual conferences, and annual site visits. The position provides a range of administrative and project management services at increasing levels of complexity to support proposal development and project implementation.


Accountabilities:


Programmatic Administration:


  • Provides support to project management, such as planning for and arranging meetings and conference room setup, supporting travel requests, and taking on sub-task assignments.
  • Fulfills other administrative and special project duties as assigned.
  • Coordinate assigned project activities and may conduct research to achieve project goals.
  • Scheduling internal and external meetings; follow up as assigned.
  • Provides administrative support to projects as needed by writing, reviewing, and translating reports on a quarterly basis.
  • Support project/project teams administratively to provide high quality deliverables to clients.
  • Facilitates communication between partners and project staff and ensures project internal and external websites and platforms are current.
  • Sends reminders to keep team on track with reporting deadlines and technical deliverables.
  • Sets up and maintains electronic and physical project files.
  • Maintains SharePoint sites for project related reports and collateral
  • Collaborates with the project management team to assist in ensuring project needs and requirements are met.
  • Records meeting minutes, collects existing information (metrics, data, etc.) for use in reports, reaching out to sub- contractors, grantees, and partners for external information.
  • Assists in the management of the project calendar to ensure project deadlines are being achieved.


Business Development Support:


  • Serve as proposal coordinator.
  • Communicates grant proposal and report requirements to all individuals involved in an efficient manner.


Finance Support:


  • Collects, compiles, and analyzes cost information relevant to the project budgets.


Applied Knowledge & Skills:


  • Strong organizational skills and attention to detail needed to adhere to project deadlines.
  • Ability to problem solve and recommend corrective action as needed.
  • Must be able to read, write, and speak fluent English, fluent in host country language as appropriate.
  • Articulate, professional and able to communicate in a clear, positive manner with clients and staff.
  • Strong oral and written communication skills.
  • Basic knowledge of concepts, practices, and procedures with project design.
  • Demonstrated proficiency with Microsoft Office suite software.


Education: **


  • Bachelor's Degree or its International Equivalent – Communication, Business, Economic Development, Education, the Environment, Research, Technology, youth development or a Related Field.


Experience: **


  • Prior experience using Microsoft Office Suite required.
  • Typically requires a minimum of 2+ years of relevant experience supporting projects and/or a technical practice area.
  • Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
  • Prior experience with MS Excel and/or data management software preferred.


Typical Physical Demands:


  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.
  • Ability to lift/move up to 5 lbs
  • Typical office environment.


Technology to be Used:


  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.


Travel Requirements:


  • 10% - 25%


The expected hiring salary range for this role is listed below. FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.


Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.


Hiring Salary Range: $51,000 - $71,000
