ABOUT THIS POSITION:
The South Coast AQMD is seeking an experienced individual to fill our Procurement Manager position. This single-position management class reports to the Chief Financial Officer and is characterized by the responsibility for managing South Coast AQMD's contracts and purchasing programs, supervising procurement staff, and negotiating contracts that protect South Coast AQMD interests, especially legal and financial interests.

EXAMPLE OF DUTIES

Organizes and manages South Coast AQMD's contracts and purchasing programs; develops and implements policies and procedures to ensure an effective and efficient procurement process; evaluates the contracts and purchasing programs and recommends improvements.

Drafts contractual terms and conditions and negotiates contracts in accordance with South Coast AQMD policies and procedures, applicable laws, and sound business judgment; meets with South Coast AQMD vendors and contractors to resolve contractual problems; and coordinates with the Executive Office and South Coast AQMD Board on procurement policies and procedures.

Supervises staff assigned to the contracts and purchasing programs; plans, assigns, and reviews work.

Represents South Coast AQMD on advisory committees and South Coast AQMD Board committees on matters pertaining to contracts and purchasing.

Interfaces with contracting and purchasing officials from other governmental agencies on issues related to jointly sponsored projects and cooperative or interagency agreements.

Provides information on South Coast AQMD procurement practices to State auditors and South Coast AQMD's outside auditors.

Assists in the preparation of South Coast AQMD budgets.

Keeps abreast of case law, statutes, and other developments that affect government contracts and South Coast AQMD's interests as they relate to contracting and purchasing.

Conducts training classes and workshops on contracts and purchasing policies and procedures for South Coast AQMD staff.

Participates in Bidders Conferences and Proposal Workshops.

Organizes and participates in South Coast AQMD vendor fairs.

Provides outreach to community organizations, trade groups, and local business caucuses to encourage participation by small, minority-owned, woman-owned, and disabled veteran-owned businesses.

MINIMUM AND DESIRABLE QUALIFICATIONS

DESIRABLE QUALIFICATIONS:
In addition to the Minimum Qualifications, which follow, the most competitively qualified candidates will possess:
  • A Certified Professional Contracts Manager (CPCM) certification.
  • Experience managing a complex purchasing program that included extensive experience in negotiating contracts for complex technology projects.
  • Broad experience with all types of contractual instruments – consulting contracts, software licenses, leases, and grants, with emphasis on complex contracts for research and development projects.
  • Knowledge of general contract law and federal and state contracting regulations.
  • A relevant advanced degree such as an M.B.A. and/or a J.D.
  • Experience working for a government agency or federal/state contractor.
  • Demonstrated supervisory experience managing contracts and purchasing professionals.
  • Familiarity or experience with high-tech scientific and engineering projects, and ability to review statements of work for purposes of risk mitigation and legal sufficiency.

MINIMUM QUALIFICATIONS:
Graduation from an accredited college or university with a major emphasis in business or public administration, accounting, or a related field, and four years of experience that would demonstrate the knowledge, skills, and ability to administer a governmental procurement program, including negotiation of contracts, drafting of legal terms and conditions, and reviewing, with South Coast AQMD Counsel oversight, contractual documents for legal sufficiency.

KNOWLEDGE OF:
Laws and legal proceedings relating to contracts; laws and requirements relating to public agencies, especially as they affect contracting and purchasing and the procurement process; principles and practices of supervision.

ABILITY TO:
Negotiate contractual instruments that protect South Coast AQMD's interests; interpret and apply relevant laws, rules, and regulations; review cost and management proposals for reasonableness and compliance with solicitation requirements; analyze complex, sensitive administrative, and technical problems relating to contracts and the procurement process and develop innovative, workable solutions; plan work and supervise and evaluate staff; communicate effectively, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work.

THE SELECTION PROCESS
