ORGANIZATIONAL CONTEXT

The Geneva Global Office serves as the corporate focal point for humanitarian affairs. It gathers intelligence, maintains regular communication, and proactively collaborates with Geneva-based partners to support WFP's leadership in key international events and multilateral processes. The Geneva Global Office is the vehicle for liaison with key strategic partners such as WHO, IOM, UNHCR, ICRC, IFRC, UNDRR, WMO, OCHA and the WTO.

WFP's Climate and Disaster Risk Reduction Service (PRO-C) has significant partners in Geneva. Initiatives such as the CADRI Partnership, the UNSG's Early Warnings for All and the implementation of the Sendai Framework on Disaster Risk Reduction are advancing and the WFP Geneva Global Office is uniquely placed to ensure the organization is fully engaged as these initiatives progress.

DUTY STATION

Home based, within Europe. Regular travels to Geneva will be required to meet with partners and attend in-person meetings. Some travels to Rome may be required to participate in face-to-face meetings with PRO-C teams and other corporate stakeholders working on climate and DRR matters.

JOB PURPOSE

The Consultant will maintain regular dialogue with relevant HQ Divisions and field offices on inter-governmental and UN processes, gathering strategic intel to facilitate humanitarian action.

The Consultant will also work strategically to establish new and strengthen existing Geneva-based and Disaster Risk Reduction-related partnerships, as well as to gather and disseminate intelligence to help inform WFP's work on climate and disaster risk reduction.

The role will be jointly supervised by the Director of PRO-C and the DIrector of the WFP Geneva Office.

ACCOUNTABILITIES/RESPONSIBILITIES

In coordination with PRO-C, serve as the focal point in the WFP Geneva Global Office for climate action and disaster risk reduction, ensuring WFP's presence in key dialogues and meetings to advocate and forge partnerships for WFP's climate and DRR programs and policies. As the focal point for Disaster Risk Reduction, support WFP's collaboration with UNDRR, engage in CADRI Partnership activities, contribute to the Early Warnings for All initiative, and provide guidance on the linkages between displacement and the Climate Crisis. Additionally, offer suggestions to PRO-C on revising WFP's Climate Change policy, mainstreaming DRR into corporate policies, and collaborate with the IFRC on climate-related matters.

Lead WFP's involvement in displacement issues, collaborating with partners like IOM and UNHCR, ensuring representation in strategic forums, and effectively communicating WFP's position. Support WFP's engagement in the Global Refugee Forum (GRF), facilitating technical exchanges and meetings with UNHCR. Facilitate implementation and monitoring of the WFP-IOM Joint Action Plan, harmonizing deliverables across divisions. Engage with FAO on advocacy initiatives and joint food security events. Conduct research on humanitarian trends, provide intelligence for WFP's management, and contribute to the quarterly Geneva Intelligence. Utilize emergency communications expertise in inter-agency events and meetings. Guide and collaborate with UN counterparts, ensuring consistency in humanitarian information. Foster relationships with key partners in Geneva, keeping them informed about critical WFP issues.

EDUCATION

Advanced university degree in international relations, political science, law, public administration, international development or in an area relevant to WFP's work.


EXPERIENCE REQUIRED

At least 8 years of progressively responsible experience in the humanitarian sector. Familiarity with the UN system and experience in international humanitarian or development work, donor aid programmes or other related fields. Familiarity with WFP's systems and functions within both HQ and Country Offices. Substantial deep field experience in a Communications, Reporting and or Programme capacity a great advantage - especially if with WFP. Familiarity with Climate and Disaster Risk Reduction initiatives, programmes and policies. Demonstrated ability to build and sustain effective collaborative relationships.

KNOWLEDGE AND SKILLS

Stong analytical and writing skills. Ability to undertake research, summarize complex information and communicate clearly and concisely in written and oral form. High level of organization, follow-up, and attention to detail. Strong computer skills, including use of Microsoft Office (World, Excel, Powerpoint) or other standard WFP software packages. Ability to prepare succinct visual presentations.

LANGUAGES

Proficiency/level C in English. Working knowledge/level B in French desirable.
