Municipal Finance Analyst/ Associate

What is the opportunity?

Municipal Finance Analysts/ Associates provide analytical, research and transactional support Los Angeles-based investment bankers in all departmental work activities relating to the structuring and issuance of municipal bonds through negotiated sales or via private placement. The West Coast Municipal Finance Group is dedicated to raising capital for government clients to fund various public infrastructure projects. Primary Activities will involve working with various clients which include Special Districts, K-14, Water and Public Power Utilities, Cities, Counties & State level governmental entities. Analysts/Associates are involved in every aspect of our business and play critical roles on banking teams serving a broad base of clients.

What will you do?

• Escalate operational risk loss events, control deficiencies and risks that you identify to your line manager and the relevant risk and control functions promptly.
• Take client facing role on client coverage teams and in formal and informal presentations
• Produce extensive financial analyses to structure both straight forward and complex bond offerings
• Develop an understanding of economic and political forces affecting the issuance bonds and the bond market through internal and external resources.
• Other such duties, responsibilities and authority as may be reasonably required, consistent with the purposes for which you are being hired and your background, experience and prior business activity.
• Perform research, analytics, and financial modeling required to complete a transaction
• Develops data and analytical processing skills, a proficient knowledge of available computer programs & improves data processing system to enhance departmental efficiency.
• Model various cashflows related to developments and tax revenues
• Gather, organize and analyze information necessary to prepare proposals, client presentations, offering statements and marketing materials.
• Proactively identify operational risks/ control deficiencies in the business.
• Coordinate the various activities, internal and external, relating to pricing and settlement of public finance transactions. Works closely with management and Investment Bankers to secure closings.
• Prepare cashflow projections, bond / loan portfolio analysis & related financial analyses for potential & actual capital markets transactions, including data conversion, synthesis & analysis.
• Prepare proposals and participate in presentations for prospective clients, describing in detail financing alternatives in originating, structuring and marketing an issue and our ability to perform the underwriting functions in a capable manner.
• Enhance the Department’s use and knowledge of available information pertaining to the bond market by collecting, organizing and maintaining various marketing materials and information resources.
• Review and comply with Firm Policies applicable to your business activities.

What do you need to succeed?

• Ability to take initiative and function independently balanced with strong teaming skills.
• Obtain and maintain Securities Industry Essentials Exam (SIE), Series 50, 52, 63 and 79 licenses.
• Excellent interpersonal skills with the ability to establish and maintain relationships at all organizational levels.
• Strong oral and written communication skills.
• Proactive approach and ability to manage tight time constraints.
• BA/BS degree with demonstrated record of high achievement.
• Proficiency with personal computers and standard productivity applications.
• Analysts 1-3 yrs / Associates 3 to 5 years of related professional experience in one of the following areas is strongly preferred: Municipal Finance, Local Government Debt Management, Real Estate Investments, Investment Banking & Financial Underwriting.
• Maintain high standards of professional and ethical conduct.
• Quantitative and qualitative analytical skills; strong knowledge of finance and accounting – able to analyze number proficiently with strong excel knowledge.
• Highly motivated, committed and responsible, with a demonstrated ability to manage conflicting priorities and requests.

The good-faith expected salary range for the above position is $75,000 - $175,000 depending on factors including but not limited to the candidate’s experience, skills, registration status; market conditions; and business needs. This salary range does not include other elements of total compensation, including a discretionary bonus and benefits such as a 401(k) program with company-matching contributions; health, dental, vision, life and disability insurance; and paid time-off plan.
