Job Description


This Materials Technician 4 position is located in the District 3 Office in Sioux City.


The individual in this position will accomplish a wide range of responsibilities in the inspection, sampling, testing, and documentation of Transportation related materials. It will primarily serve as the Portland Cement Concrete Technician for District 3. The responsibilities include but are not limited to; coordinating the work of others as a lead worker, and work activities involved with the Portland Cement Concrete, Hot Mix Asphalt, Assurance, and District Laboratory programs. You’ll spend your day leading the crew in day-to-day garage operations by doing what’s vital to make Iowa highways safer while fulfilling our Mission - Making Lives Better Through Transportation . Candidates for this position must possess knowledge of Iowa DOT Materials test procedures, Materials Instructional Memorandums, standard specific, actions, and the contract documents. Candidates will answer technical questions and resolve materials related problems. Responsibilities include performing sampling and laboratory testing of Portland cement concrete and aggregate materials, advising the District 3 Materials Engineer, and other duties as assigned. Candidate must possess or be able to obtain and maintain Iowa DOT Materials Certifications as follows: Aggregate Sampler and Aggregate Technician, PCC Level I and II, HMA Level I, profilometer, soils and nuclear gauge. Candidate must be able to perform standard materials testing calculations and must be able to operate Microsoft Office Computer Applications (Word, Excel, Outlook). Candidate must be capable of working with and communicating with a wide variety of people, including contractor and producer personnel, local agency and consultant staff, and other Iowa DOT staff.


This position has a flexible work schedule and teleworking options.


Shift: Days, Monday through Friday, 7:45 am - 4:30 pm. Hours may vary with some overtime required.


Travel: Occasional overnight travel may be required.


Lifting: Ability to occasionally (1-33% of the time) lift/lowers, carries, and pushes/pulls various amounts of force within the “heavy work” as defined by the US Department of Labor; team lifts or mechanical assist recommended for weights over 75 pounds. Related work examples: sampling materials, including a 70-pound bag of aggregate, a 60-pound asphalt hot box, a 118-pound beam breaker, an 80-pound concrete beam in mold, etc. Before starting employment, all persons are required to have a post-offer pre-employment physical verifying their physical ability to perform the duties described.

Minimum Qualification Requirements


Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:


  • Three years of full-time work experience (as described in number one); and
  • All of the following (a and b):
  • A total of two years of education and/or full-time experience (as described in part a), where 30 thirty semester hours or equivalent of college, university or technical school course work with an emphasis in engineering, metallurgy, geology, or chemistry equals one year of full-time experience.
  • Highway construction and maintenance projects; and/or
  • Graduation from an accredited four-year college or university with a bachelor’s degree in chemical, civil, construction, environmental, materials, mechanics, structural or transportation engineering or in engineering management and one-year experience as described in number one above.
  • Bridge construction and maintenance projects.
  • Three years of full-time work experience (as described in number one); and
  • Current, continuous experience in the state executive branch that includes one year of full-time work as a Materials Technician 3 or Highway Technician Senior.
  • Five years of full-time work experience in the sampling and testing of materials, and/or inspection of:
  • An Associate of Applied Science degree, a certificate, or equivalent in Civil Engineering Technology from an accredited community college.

Additional Qualification Requirements


  • Positions require certification for testing materials and operating specialized equipment as required by the Iowa Department of Transportation’s Technical Training and Certification Program for Highway Materials and Construction; and/or other certifications as required.
  • Designated positions in this class require possession of a valid Commercial Learner’s Permit upon hire. Within a timeframe determined by the appointing authority, a valid Class A Commercial Driver’s License with the required endorsements and applicable restrictions must be obtained and subsequently maintained to continue employment.
  • Prior to starting employment, all persons are required to have a post offer pre-employment physical verifying the physical ability to perform the duties described.
  • If a CDL is not required, designated positions are required to have and maintain a minimum of a valid Class C Non-Commercial Operator’s License.
  • Employees in designated positions must be able to work up to 16 consecutive hours
  • In conjunction with Title 49 of the Code of Federal Regulations (parts 40 and 382), designated positions in this job class require a pre-employment drug screen and will require ongoing participation in the employer’s random drug and alcohol testing program and will be subject to the regulations regarding the Federal drug and alcohol program.
  • Employees must be able to travel and may be required to stay away from home overnight during assignments.
