Position Objective
This position assists the Assistant Director – M of W Operations Supply and Work Stock, in the requisitioning, purchasing, and expediting of all materials, equipment, and supplies required for the fulfillment of the MofW Operating Department’s objectives in a safe, efficient, and accountable manner and is responsible for the oversight of all M of W Working Stock maintenance materials on the New Haven Line.
Responsibilities
- Identify and coordinate the disposal of any excess/obsolete materials.
- Right size the number of material storage locations and develop standards for organizing, identifying and securing stored material.
- Monitor records of materials en-route and on-hand to ensure adequate material availability for operating/capital programs and cyclical maintenance requirements.
- Establish and monitor cycle count process for all established working stock material storage locations.
- Communicate with end user to ensure materials needed are established in the Metro-North Standard Stock Catalog.
- Manage the control of all non-stock materials and standard stock materials charged out from storerooms kept by M of W operating departments as working stock materials.
Required Qualifications
- Ability to manage manpower and material budget within budgetary constraints.
- Valid driver’s license
- Proficient in business writing with the ability to create material specifications.
- Knowledge of inventory & procurement principles, systems and government procurement regulations.
- Knowledge of Microsoft Office Suite and/or comparable applications
- Knowledge of material distribution, applicable material standards, inventory policies and procedures.
- Proficient in the use of an integrated financial system for inputting data, generating reports, and verifying document status, preferably People Soft.
- Excellent organizational skills.
- Demonstrated knowledge of Material Management and Warehousing methods and procedures.
- Strong verbal and written communication skills.
- Strong interpersonal skills with the ability to adapt to change.
Preferred Qualifications
- Familiarity with Material Management and Warehouse Management systems including RF barcode technology, and/or Railroad maintenance management operations
Required Education and Experience
High School Diploma or equivalent
Minimum of five (5) years of experience in a procurement, inventory, storeroom operations, and/or material distribution environment.
Minimum of three (3) years of experience managing a diverse workforce and/or projects
Preferred Education/Experience
Bachelor’s/Master’s Degree in Business, Finance, Economics, Transportation or Engineering.

This is a Federally Regulated Position, subject to random drug testing. Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”). Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
Selection Criteria

Additional Criteria for Current Employees: Current Metro-North employees must be in active service to be eligible for consideration. Agreement Employees applying for a position outside of their present craft are required to have worked in your current union for at least one (1) year preceding the Application Deadline to be eligible to apply for a posted position, and have completed the agreed upon formal training commitment, including on-the-job training or lock-in requirement, if applicable (for example: Signal Trainee, Foreman-In-Training, etc.). If you are transferring to another craft, you may be required to forfeit your seniority in your present union. Non-agreement employees must have worked in your current position for a minimum of one (1) year preceding the Application Deadline. Along with a background investigation (including but not limited to, employment, education, and criminal history), employees are also subject to an internal investigation, which includes an evaluation not limited to discipline records and performance assessments.
