Job Description

THE POSITION

The City of Pasadena Water and Power Department (PWP) is currently seeking a knowledgeable, supportive, and skilled Materials & Warehouse Manager who will lead and manage a dynamic team that is involved in warehouse and inventory management. The incumbent will be responsible for managing the day-to-day operations associated with supplying water and power divisions with equipment, parts and materials from a central warehouse, ensuring safe operations and compliance with regulations relating to the storage and disposal of hazardous substances, and determining the maintenance of department vehicles, facilities and storage areas. The incumbent is accountable for ensuring cost effectiveness and safety of the operations.

The current vacancy is in PWP in the Finance, Administration and Customer Service Division.

IDEAL CANDIDATE

The ideal candidate will have thorough knowledge of warehouse and inventory management, including supply chain management, warehouse operations and logistics, computerization of key functions and inventory reduction philosophies, properties and uses of materials and equipment. The ideal candidate will have familiarity with environmental rules and regulations related to hazardous waste storage, disposal, transportation and recording keeping. The ideal candidate is able to coordinate a high volume of ongoing operations and special projects, and design work flow for maximum efficiency.

The ideal candidate will possess excellent interpersonal skills as they will be supervising a team and interacting with field crews from the water and power delivery sections. The ideal candidate will be skilled in building and maintaining relationships with their internal customers. The ideal candidate will have the ability to plan, organize, review and evaluate the work of subordinates, and select, train and motivate staff.

Essential Functions

  • Prepares and coordinates a variety of work reports and records; attends meetings; establishes and maintains cooperative working relations with the general public, vendors, contractors, and City staff.
  • Regular attendance is an essential function of this classification.
  • Oversees the maintenance of Water and Power yards facilities, including offices, labs, warehouse, and off-site storage areas.
  • Supervises and evaluates the work performance of section personnel; provides staff training and development programs; provides counsel and administers discipline to subordinate staff.
  • Determines the maintenance of department equipment vehicles, facilities and storage areas.
  • Supervises a machine shop and the routine servicing of department vehicles and equipment; ensures that major servicing and repairs are accomplished as needed.
  • Oversees physical inventory, inventory control, purchase negotiations, equipment & vehicle specifications, materials planning coordination, disposition of hazardous substances, product salvage operations, modernization and maintenance of the warehouse and yards related facilities for PWP.
  • Participates in the development, review and modification of existing automated systems for tracking purchases, orders and inventory; reviews engineering, shop, and other work orders to ensure adequate levels of inventory; monitors stock for appropriate turnover rates and obsolescence.
  • Plans, schedules, organizes and directs the work of subordinates engaged in preparing requisitions, receiving and filling orders, storage, and record keeping related to equipment, materials, and supplies used in departmental operations.
  • Ensures safe operations, cost effectiveness, and compliance with regulations relating to hazardous materials and waste management including storage and disposal.
  • Oversees the issuance, cleaning, and maintenance of uniforms for department field personnel.
  • Determines disposition of salvaged items; directs salvage operations in preparation for bid spec writing and sale by the Purchasing Division; monitors and oversees the disposition of hazardous materials for the department, maintaining logs of tests and samples.

EDUCATION AND EXPERIENCE
Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for acceptable job performance.
  • APICS certification, and course work or training in hazardous waste management, hazardous waste operations, and emergency response are highly preferred.
  • Bachelor's or Master's degree in business administration or a related field,
  • Five years of responsible experience (three years as a supervisor) in a distribution or warehouse operation utilizing computerized inventory systems, including bar coding, hazardous waste management, asset (vehicles/equipment) management.
SELECTION PROCESS
The selection process may consist of a training and experience evaluation, interview panel, department-level interviews and possibly an online assessment.

Probationary work period is one year and part of Pasadena Management Association (PMA) bargaining unit.

VACANCY INFORMATION
There is currently one vacancy in the Finance, Administration, and Customer Service Division of the Water and power Department.

Special Requirements

Possession of or ability to obtain a Class C California driver's license and a satisfactory driving record.


Effective January 1, 2013, new members to CalPERS or an agency with CALPERS' reciprocity or who have more than a six month break in service between employment in a CalPERS (or reciprocal) agency will be subject to the provisions of the Public Employees' Pension Reform Act of 2013 (PEPRA) and will receive the 2% @ 62 benefit formula.

Employees who are current members of CalPERS or an agency with CalPERS' reciprocity, or who have less than a six month break in service between employment in a CalPERS (or reciprocal) agency and employment with the City will be enrolled in the 2.5% @ 55 benefit formula.

All employees are required to pay the full employee contribution to CalPERS.

The City is closed on alternate Fridays and most staff observe a 9/80 work schedule.
