City Colleges of Chicago (CCC), the largest community college system in Illinois, is made up of seven colleges and five satellite sites, providing more than 70,000 students each year access to a quality, affordable education.
PRIMARY OBJECTIVE
Reporting to the Deputy Chief Talent Officer, the Manager-Talent Acquisition oversees and ensures the sourcing, recruitment and onboarding of City Colleges of Chicago (CCC) new hires to meet talent needs for business operations. Effectively manages a team of recruiters to allocate workload, manage and drive service level standards, and help further drive process efficiencies to improve capabilities in finding and hiring top talent. Performs related duties as required.
ESSENTIAL DUTIES
- Maximizes applicant tracking system capabilities to gain efficiencies and improved reporting.
- Develops and executes sourcing strategies for key talent pipelines including advertising, direct sourcing, social media, job fairs, partnerships, campus recruitment, and other methods to identify outstanding talent.
- Hires, motivates, leads and engages a talent acquisition team and actively coaches team to meet goals and support team and individual professional development. Ensures team is aware and knowledgeable of next and best practices in Talent Acquisition.
- Manages vendors including advertising, staffing and recruitment firms, background checks, and other services to meet the organization’s needs at a high level of service.
- Oversees requisition management to ensure that open and approved positions have effective hiring plans. Monitors recruitment process and progress to identify areas of intervention and effectively allocate team and sourcing resources and support.
- Provides support to HR Business Partners and hiring managers in identifying, developing, selecting and onboarding talent.
- Acts as a trusted advisor to CCC District Office and college leadership, hiring managers, and HR teams to understand the hiring needs and develop creative recruitment strategies for acquiring top talent from diverse communities.
- Ensures processes drive a positive candidate experience throughout the talent acquisition process, and effectively promotes and champions the organization’s brand.
- Manages Talent relationships to ensure strategic partnerships are in place with hiring managers and Talent Acquisition Specialists. Builds and cultivates strong relationships with leadership and hiring managers by understanding organizational objectives and providing solutions to recruitment needs.

QUALIFICATIONS
- A Bachelor’s degree from an accredited college or university in Human Resources, Organizational Development, Business or Public Administration, or a related field
- Ability to work within a culturally diverse environment
- Strong and strategic recruitment sourcing skills across various platforms
- Three years of relevant experience with full life-cycle recruiting, preferably in a high-volume environment
- Excellent written, verbal, and interpersonal communication skills
- Highly developed interviewing skills
- Ability to express complex information in a clear, concise and understandable manner
- Ability to work collaboratively across multiple stakeholder groups and various levels of the organization
- Knowledge of employment laws and regulations
- Proficiency in the use and knowledge of Applicant Tracking and Onboarding Systems, preferably Taleo
- Knowledge of best practices and current trends in talent acquisition
- Strong leadership and management skills
- Ability to work independently and as a member of a team
- Ability to implement industry best practices in talent acquisition
- Proficiency in the use of Microsoft Office (Word, Excel, PowerPoint, Outlook)
- Experience working in the public sector or within an institution of higher education preferred
