This position's primary duties will provide leadership and program management to a team of trained and certified Texas Rising Star Assessors throughout the state. The team is responsible for the reliably assessing and monitoring early learning program quality using the Texas Rising Star assessment instrument. The Manager, Education Outreach (Assessment Team) will oversee all assessment teams responsible for reviewing program data, collecting observation data, adhering to all assessment protocols, and entering data entry into an online platform. The manager will develop and support plans for assessors to ensure efficient deployment of assessors and coordinate/implement all Texas Rising Star-related activities associated with the Child Care Services (CCS) Programs.
Position Key Accountabilities
Certified teacher preferred.
Knowledge of current reading research applications, experience with presenting best practices in reading, experience classroom teacher who has supervised and coached teaching.
Minimum Education
Bachelor’s degree required; Master’s degree in education preferred.
Minimum Experience
Eight (8) years of experience in one of the following areas is required: curriculum writing, and/or managing school/child care programs, and/or designing and conducting professional development programs for teachers. May substitute required experience with equivalent years of education beyond the minimum education requirement.
Physical Requirements
Exerts up to 20 pounds of force occasionally and/or up to 10 pounds frequently and/or a negligible amount constantly to move objects.

Position Key Accountabilities
- Develops comprehensive professional development and training plans for Assessors in the region to ensure compliance with state requirements.
- Ensures processes are established to support data collection and retention are accurate and secure.
- Collects and reviews testing data from sites for research. Prepares executive summaries and reports upon completion of on-going classroom sites.
- Evaluates current assessment practices and provides feedback on how to differentiate, improve and upgrade techniques.
- May provide work direction and guidance to personnel within department. May lead projects and activities.
- Develops project implementation plans and supports the implementation of activities across teams of Texas Rising Star Assessors.
- Writes and directs instructional videos to Texas Rising Star Assessment implementation.
- Travels throughout the 13-county Houston-Galveston area to ensure program implementation fidelity.
- Develops and writes plans to ensure compliance with Texas Rising Star assessment requirements.
- Designs presentations and trains assessors, mentors, and other Texas Rising Star personnel on best practices.
- Other duties as assigned
